Rugova hatte seine eigene Schleuser Organisation, schon ab 1994 auch in Skhozet bei Durres, und sein Sohn war direkt Mitglied der Albaner Mafia, was er ja durch einen Aktenordner der UNMIK direkt bewiesen erhielt. Rugova gehört zu den ganz wenigen Leuten im Kosovo, welche über Salih Berisha, direkt Absprachen, über einen Widerstand im Kosovo, wie Waffenhandel informiert wurde. Wenn diese sehr kleine Gruppe Telefonierte, mussten sogar die Familien Angehörigen, den Raum verlassen.

Ab 1987, wurden Waffen in den Kosovo geliefert, nachdem Franz Josef Strauss Tirana besuchte und man mit Entwicklungshilfe dies kompensierte. Fatos Nano, der Präsident Ramiz Alia wusste davon und hatten diese Lieferungen über den Haklay Clan in Tropoje organisiert.  Die Rugova Leute, die Fark, lehnten Morde, Entführungen an Zivilisten total ab, wie ebenso Anschläge gegen Polizisten. Das eskalierte erst mit der US-Albanischen Terroristen Mafia, des Ramuz Haradinaj und der Hashim Thaci Gruppe, wobei schon in 1994, Wesely Clark Kosovaren in den USA empfing und für Militär Ausbildung sorgte.

KFOR lies

 

KFOR claims that it insists on “unconditioned freedom of movement for all citizens and international missions”.

This sounds nice. But beneath it are a few lies:

- there is no real freedom of movement in the South of Kosovo. The cities are still nearly mono-ethnic Albanian, most minorities live in enclaves, refugee returns are virtually nonexistent and just a year ago Amnesty International wrote a report about the maltreatment of Roma returnees. The Serbs in the North have good reason to want to stay free of this kind of “freedom”.

- the Albanian police men and border guards are neither just citizens nor part of an international mission. They are officials who want to impose their rule. Nobody contests their right to visit Northern Kosovo as a tourist but they have different intentions. So when KFOR spokesman Nowitzki provides this argument for the KFOR position he misses the contradiction in his own words.

The United States special envoy to the Balkans, Robert Gelbard, held talks on Friday with two men who claim they are political leaders of the Kosovo Liberation Army (KLA).

But only a few months ago Ambassador Gelbard described the KLA as a terrorist organisation.

“I know a terrorist when I see one and these men are terrorists,” he said earlier this year.

At the time, the KLA was believed to number just several hundred armed men.

Mr Gelbard’s words were interpreted in the Yugoslav capital, Belgrade, as a green light for a security forces operation against the KLA and the special police conducted two raids in the Benitsar region in March.

Almost 100 people were killed, many of them women and children.

Growing popularity

But instead of crushing the KLA these operations have swelled their ranks beyond belief.

By May they had cut off the main east-west road in Kosovo and are right now believed to control about 40% of the territory in the town.

For months Washington tried to shore up the reputation and influence of Ibrahim Rugova who has been waging a peaceful campaign for a secession of Kosovo for almost a decade.

The Rescue Rugova operation included a visit to the White House but a handshake with President Clinton did not work on the ground where Mr Rugova has steadily been losing influence.

The Kosovo Liberation Army: Does Clinton Policy Support Group with Terror, Drug Ties?
From ‘Terrorists’ to ‘Partners’

 

On March 24, 1999, NATO initiated air attacks on Yugoslavia (a federation of two republics, Serbia and Montenegro) in order to impose a peace agreement in the Serbian province of Kosovo, which has an ethnic Albanian majority. The Clinton Administration has not formally withdrawn its standing insistence that Belgrade sign the peace agreement, which would entail the deployment in Kosovo of some 28,000 NATO ground troops — including 4,000 Americans — to police the settlement. But in recent days the Clinton public line has shifted to a demand that Yugoslav President Slobodan Milosevic halt the offensive he has launched in Kosovo, which has led to a growing humanitarian crisis in the region, before there can be a stop to the bombing campaign.

One week into the bombing campaign, there is widespread discussion of options for further actions. One option includes forging a closer relationship between the United States and a controversial group, the Kosovo Liberation Army (KLA), a group which has been cited in unofficial reports for alleged ties to drug cartels and Islamic terrorist organizations. This paper will examine those allegations in the context of the currently unfolding air campaign.

The air assault is a product of a Clinton policy, which for months has been directed toward intervention in Kosovo, in either the form of the use of air power or of the introduction of a peacekeeping ground force — or of air power followed by a ground force. BBC report blames ISI for 26/11, Kabul embassy attack

London: The ISI was behind the 26/11 attacks as well as the July 2008 bombing of the Indian embassy in Kabul, the BBC said in a report on the military-run spy agency that does not function “without the authority” of the Pakistan army chief.

In a new two-part series titled ‘Secret Pakistan’ on BBC two, Bruce Riedel, the CIA officer who served as advisor to US President Barack Obama, said he had informed the then president-elect about 26/11: “Everything pointed back to Pakistan. It was a defining moment.

“I told the President Pakistan was double-dealing us and that the Pakistanis had been double-dealing the United States and its allies for years and years, and they were probably going to continue to do so.”

Riedel pointed out that “this (the attacks) had the signature of Lashkar-e-Taiba all over it, from the very moment the attacks began. “And once you link it back to Lashkar-e-Taiba, you link it back to the Pakistani intelligence service, the ISI.”

The second part of the programme, aired on Wednesday night also revealed the “CIA later received intelligence that said the ISI were directly involved in training the Mumbai gunmen”.

About the car-laden explosives that went off at the Indian embassy in Kabul that killed 58 people and injured 141, Mike Waltz, who worked in the US vice president’s office while George Bush was still president, said: “Through information and a series of events (not to mention preceding intelligence intercepts) it became pretty clear the Pakistanis were behind the (Jalaluddin) Haqqani network, which was behind the bombing.”

He then damningly concluded: “The question was how high in the Pakistani state this went. And the answer was pretty high.”

I visited Bihar for the first time in 1998, when its reputation for lawlessness was well-deserved. Traveling by train from Delhi, you knew exactly when you crossed the border into Bihar. That’s when groups of aggressive, ticket-less riders suddenly jumped onto the train, comfortable in the knowledge that, in Bihar, no one would challenge them. A while later, the train stopped for several hours, during which time an explanation eventually made its way to the passengers. There was a body on the tracks, and we would have to wait for someone to claim it.

That makes Bihar’s turnaround all the more dramatic. After Nitish Kumar took office as chief minister in 2005, the state has enjoyed double-digit economic growth, and he is credited with reducing crime, improving school enrollment and improving Bihar’s woeful roads. The state is doing so well that it is even drawing migrant labor from neighboring Nepal; the flow of people used to go the other way. Kumar was recently re-elected with an even stronger mandate, and I wanted to see the so-called “Nitish Effect” for myself.

In the capital, the main difference is the number of people, particularly women, walking around freely after dark. Patna is bustling, but unlike in the rest of India,  cities are not the engines of growth in Bihar; villages are. There, the link between law-and-order, infrastructure and growth becomes very clear. Beekepers in the village of Patiyasa told me that they could now transport their boxes of bees around the state, without fearing that the bad roads would wreck their cargo or that local gangs would rob them along the way. Those two changes have immediately improved their profits, putting more money into their pockets, which some of them have spent on the shiny new motorbikes parked outside their houses. Small vegetable growers in Yusufpur and Khirodharpur say that the safer, smoother roads have made their whole families more productive. Women can now safely travel by themselves to bring vegetables to market or sell milk from their buffaloes to the local dairy cooperative, leaving the men more time to work in their fields.

They were all praise for Kumar, but five years of success have also raised expectations. Biharis, like so many other Indians, are demanding that Kumar now do something to curb corruption. “Everywhere there is corruption,” says Rajendra Prasad Singh a farmer in Khirodharpur. “This should be removed.”

Kumar has already made some bold moves against corruption. Top state officials, including himself, must now disclose their assets online. With his strong majority in the state legislature, Kumar is now pushing for a “right to services” act that guarantees citizens the delivery of documents like company registrations, driver’s licenses or death certificates within a fixed period – or the offending bureaucrat must pay a penalty out of his own salary. If Bihar can curb corruption, it might finally attract private investment, sustaining the growth that so far has come mainly from public spending. Even Nitish realizes that the “Nitish Effect” alone can only do so much.
