Ekskluzive/ Lidhjet me Iranin për sekretet nukleare largojnë Shqipërinë nga NATO

Shqipëria u përjashtua nga të drejtat për të hyrë në informacionet top-sekret të NATO-s, çështjet e energjisë nukleare apo bombat bërthamore, për shkak të lidhjeve të saj të dyshimta me Teheranin. Vetëm pak ditë më parë është zhvilluar një takim shumë sekret i “Të Gjashtëve” ku është diskutuar rreth informacioneve sekrete që disponoheshin nga Aleanca për lëvizjet e Iranit në fushën e prodhimit të energjisë nukleare apo bombave bërthamore, një çështje që shumë vite më parë futi SHBA-Irak në luftë. Diskutimet siç raportojnë mediat ndërkombëtare, kanë qenë tepër të fshehta, mes gjeneralëve më të fuqishëm të Aleancës dhe përfaqësuesve të shteteve të tyre. Sigurisht që ashtu sikurse dhe Shqipëria, nuk kanë qenë pjesë as 21 vende të tjera që janë anëtare në NATO. Por kujtojmë se dy muaj më parë NATO i hoqi të drejtën Shqipërisë, vend anëtar i saj, që të hynte në rrjet për të parë informacionet e klasifikuara të energjisë bërthamore. Më parë, vendi ynë, të paktën që prej anëtarësimit, mund të hynte në çdo lloj informacioni. Por çfarë ndodhi ?.

Sekretet

Lëvizje të fshehta dhe konspirative ushtarakësh dhe politikanësh, rryma të luftës së ftohtë dhe përplasje diplomacish. Menjëherë qeveria e përfaqësuar nga njerëz me lidhje të trefishta ndërmori rrjedhjen e informacioneve sekrete dhe shitjen e tyre tek vende të klasifikuara jo mike. Më problematike, shitja tek serbët dhe islamikët, këto të konfirmuara nga NATO. Aleanca hetoi skandalin dhe zbuloi përgjegjësit, megjithëse u mbajt gjithçka sekrete. Hetimet u drejtuan nga përfaqësues të Komandës Turke, madje pati dhe një intervistë të drejtorit të Informacionit të Klasifikuar në Kryeministri disa muaj pas skandalit. Rrjedhja e informacioneve u bë diku nga mesi i vitit 2010, intervista është dhënë në fund të vitit në një media turke. Menjëherë erdhi penalizmi, ku gjeneralët shqiptarë nuk lejoheshin në diskutime për operacionet në Lindjen e Largët, Afganistan dhe Irak, megjithëse ishim vend anëtar dhe kishim forca paqeruajtëse. Por më tej na kushtoi shtrenjtë një vizitë, shumë sekrete nga ana zyrtare, por jo mediatike.

Ahmedinexhadi

Në janar të këtij viti, pas dy vitesh negociatash miqësie e takimesh të ambasadorëve të Iranit me qeveritarë, deputetë dhe ministra, vjen për vizitë dy ditore shefi i kabinetit të Ahmedinexhad, presidentit të Iranit. Mashayee u përpoq ta mbante sekret vizitën jo zyrtare, pasi ishte pa protokoll, por media e zbuloi dhe publikoi në Teheran. Mashayee pranoi se ishte për vizitë private dhe mësohet se ka udhëtuar përsëri në Tiranë për ta shuar skandalin, që të mos bëhej më i madh. Takoi presidentin Bamir Topi, kryeministrin Sali Berisha dhe ish-zëvendëskryeministrin Ilir Meta. Vizita u mbajt përsëri sekrete nga autoritetet tona, megjithëse kur u kthye Mashayee e deklaroi publikisht dhe shpjegoi se bëri ftesa për shqiptarët me rastin e festës kombëtare iraniane të 24 marsit. Vizita e tij u bë vetëm nëntë ditë para masakrës së 21 janarit. Çfarë kanë diskutuar mes tyre, ende nuk dihet, por sigurisht që janë mësuar nga ambasadat e BE-së dhe SHBA-së, të cilat më vonë i kanë transmetuar në qendër. Po gjatë vitit 2009, Tirana atashoi në Iran si ambasador kunatin e botuesit Fahri Balliu, (konsullatë shqiptare në Teheran), i akuzuar disa herë për korrupsion. NATO dhe SHBA rritën dyshimet e tyre për shkak të informacioneve sekrete që shiteshin nga Shqipëria.

Gadafi

Në muajin Mars, gjatë “Pranverës arabe”, kapet një anije me armë e municion drejt Tripolit. Zbulohet se u dërgua nga Durrësi dhe së fundmi ka qarkulluar sërish emri i një botuesi si ndërmjetës. Alarmi në Aleancë është bërë i madh, aq sa janë kërkuar hetime dhe sqarime zyrtare. Në muajin Maj, Arben Imami udhëton në zyrat e NATO-s për sqarime, por nuk shpjegon dot asgjë. Faji i mbetet kinezëve, dyshime të forcuara së fundmi nga dokumentet e gjetura në zyrat e Gadafit, por në Tripoli apo Bengazi qarkullojnë municione dhe armatim shqiptar në duart e mbështetësve të diktatorit. Menjëherë pas zgjedhjeve lokale të 8 majit dhe përkeqësimit të klimës politike, pas përjashtimit të gjeneralëve nga mbledhjet operacionale në Libi, u komunikohet edhe përjashtimi nga hyrja në rrjet për sekretet e energjisë nukleare. Dhe pak kohë më pas marrëdhëniet mes Iranit dhe NATO përkeqësohen ndjeshëm.

Rusia

Rusia nga ana tjetër irritohet për lëvizjet e SHBA dhe NATO që operojnë në sekret të plotë dhe i afrohen çdo ditë e më shumë Lindjes dhe kufijve të tyre. Ka dyshime të forta se Rusia furnizon me armë të rënda, raketa, Iranin dhe ndihmon në energjinë nukleare, programin e saj. Pak ditë më parë Teherani njoftoi se po prodhon bombën bërthamore, duke alarmuar sërish perëndimorët. Nëse dyshimet e shitjes së informacioneve kaq sekrete do provohen më tej, (kujtojmë se hetimet nuk kanë përfunduar ende), atëherë nuk dihet se çfarë gjëme e pret qeverinë aktuale shqiptare, në mos “furtuna” ka nisur. Ardhja e kreut të Antidroges, Ivanov, nje ish anetar i fuqishem i KGB-se ne ish-Bashkimin Sovjetik, ka terbuar Uashingtonin me marrëveshjen ruso-shqiptare.

Kabllogramet

Po t’i referohesh kabllogrameve të ambasadës së SHBA-së në Tiranë gjatë 2009, por edhe më pas, ndihet frika e forcimit të lidhjeve të Shqipërisë me Iranin dhe politikanëve për përfitime të caktuara. Ish ambasadori Uidhers e transmetonte këtë shqetësim, sidomos hapjen e një linje ajrore Teheran-Tiranë të propozuar nga ambasadori iranian. Kërkesa u pranua nga ish-ministri i Jashtëm Ilir Meta, por u refuzua nga SHBA. Po kështu përmenden tentativat për të emëruar në ambasada persona të lidhur në të kaluarën me elementë terroristë, që kanë afinitet me ta, njohin kulturën, zakonet dhe janë miq. Së fundmi ambasada njeh dhe shqetësimin e rrymave ekstremiste në vend, të pa aktivizuara, që në çdo rast do të ishin kundërshtarë të SHBA-ve, si dhe forcimin e relacioneve iraniane në fushën e fesë, kulturës dhe të tjera (kabllogrami më i fundit).

Shpërblimi islamik

Një tjetër çështje dyshuese ka qenë kredia nga Banka Islamike, ku Irani ka aksione të mëdha dhe mund të ketë ndikuar menjëherë pas vizitës së shefit të kabinetit të Ahmedinexhad në Tiranë, në muajin janar 2010. Kredia 350 milionë dollarë kujtojmë se u aprovua pas masakrës së 21 janarit, për ndërtimin e rrugës Tiranë-Elbasan. Kuvajti fali 50 milionë euro për këtë rrugë, ndërtimi i tunelit. Çështje këto ende të pa sqaruara nga qeveritarët dhe me mungesë të plotë transparence. Ngërçi politik solli një tjetër lëvizje qeveritare drejt vendeve arabe, si për t’i bërë presion BE dhe SHBA se ata mund ta destabilizojnë rajonin dhe se janë faktor. Ndërkombëtarët zbutën tonet, por Berisha mësyu drejt Emirateve Arabe me Shrefedin Shehun.

U pranua në parim një kredi me interesa të kënaqshme prej 120 milionë dollarësh, për ndërtimin e parlamentit të ri, por së fundmi është thënë se u bllokua. Ky bllokim ka ardhur menjëherë pas arrestimit në Spanjë të bosit të Albanian Airlines dhe aksioner në disa kompani turke, Ali Evsen. Turku me pasaportë shqiptare u akuzua për lidhje me terrorizmin së bashku me një mikun e tij rezident në Madrid dhe u kap gjatë muajit qershor, teksa pastronte paratë e diktatorit egjiptian Mubarak. Por Evsen njihet nga agjencitë ligjzbatuese edhe si mik i familjes qeveritare.Misteri

Tashmë qeveria shqiptare ka mbetur mes dy zjarresh, borxheve të mëdha të mara me pamundësi për t’i shlyer, investimeve nga bota arabe me kushte për të kthyer timonin, ngërçit politik në vend dhe frikës për të humbur pushtetin, me abuzimin për të cilin mund të përgjigjen një ditë, pasi të bien nga pushteti. Lajmet e fundit nga Tripoli i Libisë flasin për dokumente sekrete të gjetura në zyrën e Gadafit për marrëveshje të ndryshme, se si CIA dhe shërbime të tjera sekrete e ndihmonin në vite diktatorin, por ishte pikërisht SHBA që i dha shkelmin e fundit njeriut që qëndroi 40 vite në pushtet. Pra, në fshehtësi e shtynte në “mëkate pushteti” dhe publikisht e rrëzoi me revolucion popullor.

“Law Breakers Turned Law Makers”. This is the title of the cable with which the US Embassy has made a list of DP, SP and SMI politicians who have connections with the crime world.

The three greatest political forces in the country have MPs connected with organized crime, but the embassy cannot prove it through legal ways.

The new Parliament of 2009 has among the MPs drug traffickers and others involved in money sliding.

The promotion of Hysni Burgaj as General Chief of the Albanian Police and the changes he undertook only one week after taking duty, by replacing almost every police chief in Albania, has been treated in a US Embassy cable that was published on Wikileaks.

“The surprising changes in the Police show that he is untouchable”, says the title of the cable sent on 25 November 2009, referring to the promotion of Agron Kulicaj. The sudden changes in the police, even to that of the Albanian Border, have been criticized by international donators, such as PAMECA, which had trained the police agents that were discharged.

Some of the donators believe that the changes were in full accordance with the rules, but they expressed their concern for the Director of Intelligence, Agron Kulicaj, who remained immune to Burgaj’s changes. Quoting other sources, the US Embassy says that Mr. Kulicaj is corrupted and the international donators had refused to help the Albanian Police when he was on charge.

The writer of this cable underlines that Ambassador Withers has expressed his concern for the corruption in the highest ranks of the Albanian Police, including even the Interior Minsiter Lulzim Basha, quoting the concerns of ICITAP regarding Mr. Kulicaj and the Police Chief, Hysni Burgaj. But Burgaj had declared that Kulicaj had strong ties with the Prime Minister Berisha, and every attempt for removing or transferring him should come from the Prime Minister himself.

The cable has other scandalous details, if they are true, for high rank police leaders such as Mr. Kulicaj.

“We have reasons to believe, same as other US Intelligence Agencies, that Kulicaj’s corruptive practices are known by now, but there are voices in the Police who say that Kulicaj himself has helped Dritan Dajti to escape from the Police operations that aimed to arrest him.”

Quoting sources from the Albanian Police, the US Embassy has transmitted their concern for Kulicaj to the US State Department, saying that the police undertook the operation for arresting Dritan Dajti in August, exactly when Kulicaj were outside Albania, leaving him no chances to help him escape”.

The concluding comment of ambassador Withers in this cable shows the difficult position of the Police Chief in front of his dependent Agron Kulicaj:

“Burgaj declared that he has his own problems with Kulicaj and others who have been suspected for corruption and connections with the organized crime. Mr. Burgaj has been intimidated by Kulicaj, since he has close relations to the Prime Minister, as his former bodyguard. Burgaj suggested that the concerns of the US Embassy for Kulicaj should be presented to the Prime Minister Berisha, who is the only one who can decide where his former bodyguard should work”.

¶1. (C) Despite the relative calm on Election Day, it has
very much come to our attention that there is a strong
undercurrent of people tied to organized crime that
participated and/or were involved in possibly manipulating
the June 28 elections. The three major parties, the
Democratic Party (DP), the Socialist Party (SP) and the
Movement for Social Integration (LSI) all have MPs with links
to organized crime. While Post cannot legally prove these
links, the conventional wisdom, backed by other reporting, is
that the new parliament has quite a few drug traffickers and
money launderers. During the electoral campaign, one
politician, Alex Keka, a local head of the Christian
Democratic Party (CDP) in northern Albania, was even killed
by a car bomb. Keka was suspected of being involved in the
trafficking of arms and narcotics. (NOTE: Keka was not
running for Parliament, although other members of his party
were. END NOTE).

¶2. (C) Some of the more noteworthy MPs with ties to organized
crime are:

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

¶3. (C) Comment: Post is not sure which tack the ODIHR report
on the Albanian elections will take once released, but it is
widely accepted locally that many MPs posing as „businessmen“
are in fact strongly suspected of having ties to organized
crime. These individuals are now MPs, have immunity under
the law, and are responsible for making the laws that will
propel Albania toward further Euro-Atlantic integration. The
seedy, possibly criminal, behavior of many of Albania’s MPs
is disturbing and does not bode well for democratic
development. It is a widely held view throughout Albania
that all parties have MPs with links to organized crime and
accept money from organized crime. This is a very troubling
phenomenon that we and the international community will have
to address at some point in the future. One bright spot,
however, is that there are a few MPs who have begun to
recognize that Albania should not have such
characters represented in its parliament. How long it will
take though to remove these ruffians from power though is
another question. After all, money is the lifeblood of
politics, and in a poor country with no campaign finance
