Die Zierde der Demokratie: Kosovo braucht Tausende von Wahl Beobachtern, am 12. Dezember

 Der Super US Botschafter Christoph Dell, hat natürlich ein einmaliges Wahl Kampf Abkommen gemacht, u.a. das man kein Geld für Zeitungs Anzeigen ausgibt. Sein Lieblings Politiker mit seiner Mafia Partei PTK, Hashim Thaci, brach natürlich massiv und umgehend, dieses Abkommen. Aber irgendeinen Komiker, für dubiose Geschäfte, müssen halt die USA in den Kosovo entsenden.

Solche Nonsens Abkommen, hat ja wieder mal der US Botschafter Dell organisiert ! Bei der Anarchie Einstellung der Mafia Banden, sind diese Abkommen Nichts wert. 

Entgegen den Abkommen, wird in Öffentlichen Gebäuden Walhl Kampf gemacht, Schulkinder für die PR während der Unterrichts Zeit eingesetzt usw.. und viel Geld für Zeitungs Anzeigen ausgegeben.

Political parties in Kosovo breach campaign rules

PRISTINA, Kosovo — Political parties have violated the Code of Conduct in the first days of official campaigning, the coalition of monitoring NGOs Democracy in Action said on Sunday (December 5th). Violations include putting posters in public buildings, bringing children to campaign appearances and obstructing regular school hours in some cases. In the same statement, Democracy in Action noted that more than 60,000 euros have been spent by main political parties on newspaper ads alone. More than half of that was spent by outgoing Prime Minister Hashim Thaci’s ruling Democratic Party. Campaigning for the December 12th snap elections started on December 1st and will last ten days. Daily: No aid for Kosovo due to IMF deal violation

PRIŠTINA — Kosovo will lose EUR 20mn of the European Union aid for its non-compliance with an agreement Priština has with the IMF, say reports.

Albanian language daily Koha Ditore writes today that the withdrawal of aid also comes due to “big pre-election promises”.

The daily’s correspondent from Brussels writes that “the European Commission had pointed out that macrofinancial assistance of the EU to Kosovo will depend on strict implementation of the agreement between Kosovo and the IMF”.

Pointing out that it was “not easy for Kosovo to become accepted in the IMF”, the daily wrote that due to the political situation and election campaign, “the Kosovo authorities risk deterioration of the relations with the IMF, which could also result in jeopardizing the macroeconomic financial assistance the European Union had earmarked for Kosovo”.

It is said in the EU that Kosovo will lose the second tranche of the EU’s macrofinancial assistance of EUR 20mn for its non-compliance with the agreement with the IMF and that future possible assistance of the Union will also be “under a big question mark”.

According to the newspaper, the situation is the result of the promises made by the outgoing Kosovo Albanian Prime Minister Hashim Thaci at rallies of the Democratic Party of Kosovo, when he said that wages will be increased in public services, education, justice and health by 30 to 50 percent next year.

The IMF, however, stated that under the signed agreement, “the Kosovo authorities may increase wages in the public sector at most by seven percent”.

Kosovo elections to get heavy monitoring

As the snap elections approach, voters aren’t the only ones planning to head to the polls.

Sunday’s (December 12th) elections in Kosovo will be monitored heavily by the EU as well as by several other international and local organisations to ensure the vote meets international standards.

On Tuesday, EU Special Representative Pieter Feith announced the so-called Kosovo Election Watch 2010, which will support the parliamentary elections.

“The EU has made important efforts to bring together diplomatic watchers from member states and from other countries to encourage elections that generally meet international standards in Kosovo,” Feith said.

Under the plan, “more than 120 Election Watch teams will be following every stage of the election process in polling stations across Kosovo,” he said.

The teams will include members of the International Civilian Representative Office and EU Special Representative Office, members of diplomatic missions in Kosovo, diplomats from other EU member states and diplomats from the Western Balkans region.

Feith said the deployment plan “will ensure Kosovo-wide coverage and reporting to a central operations room throughout the day”.

“We want to see that these elections meet the highest international standards. Everyone has a role to play in this: the political parties through their behaviour, by respecting the Code of Conduct they have signed, and citizens through their participation,” Feith said, praising the work done by local election agencies such as the Central Election Commission (CEC).

The network of NGOs Democracy in Action is monitoring campaigning, voting and campaign spending.

“5,000 observers will be engaged [on Election Day], to monitor the voting and the counting process,” organisation member Driton Selmanaj told SETimes, adding that there will also be mobile teams to offer support.

The campaign so far has been largely quiet and democratic, Selmanaj said, despite what he described as “isolated incidents”.

The PDK and LDK have exchanged accusations of inappropriate behaviour. The PDK, for instance, alleges that “certain structures” associated with its rival disrupted a party meeting in a Pristina neighbourhood.

Democracy in Action has also noted violations of the Code of Conduct. It says civil servants have been observed putting propaganda material in public buildings, while some election material has been vandalised.

Children were being used inappropriately for electioneering, and the election commission failed to present its calendar of activities, the organisation said.

In one instance, the New Spirit party (FER) won a case against the PDK after its posters in the Malisheva area were covered with PDK material. The election panel for Complaints and Submissions (PZAP) ruled on the FER complaint on Tuesday and levied a 3,200-euro fine against the PDK.
