Wikileaks, Bankers Petroleum und die Öl Kathastrophe v. 12.10.2009 in Albanien

Eine gigantische Umwelt Verschmutzung des Visoka Oil Feldes wurde praktisch in Albanien und überall in der Presse, fast total tod geschwiegen.

Es geht um dubiose Öl Geschäfte, der Politischen Mafia, um die Kanadische Öl Firma Bankers Petrol, welche wohl in Wirklichkeit sehr eng mit US HIntermännern liiert ist und mit dem Kriegs Verbrecher General Wesley Clark, um Stroh Firmen, Betrug und Korruption.

Mal abgesehen von dem Artikel hier, dessen Ursprung auch von der Konkurrenz sein könnte, dem dubiosen Anschlag, wohl um eine Beteiligung zu erpressen, ist die als Managerin auftretende Frau, eine unqualifizierte Dame, die keine Allgemein Bildung, Technisches Niveau, oder sonstige Qualitäten zeigt. Ich würde mal einschätzen, das die Frau Null Ahnung hat und für Dritte, wohl aus der Albanischen Mafia, über die Kanadische Firma Bankers Petrol hier unsaubere Geschäfte der Geldwäsche betreibt. Man hat ja noch andere Beispiele aus der Albanischen Politik.

12.Oktober 2009, gigantische Öl Mengen laufen aus den Pumpen des Visoka Öl Feldes, was wohl ein Anschlag war, wo Dritte am Traditionellen Öl Diebstahl, durch illegale Förderung mitverdienen wollten und so eine Beteiligung erpressen wollten.

Vor allem im TV, ist die gigantiche Umwelt Verschmutzung gut zu sehen und die Umwelt Minister machen kurz gesagt NIchts, was wieder Alles sagt: Als die Umwelt Kathastrophe eintrat, war schon Famit Mediu der verantwortliche Minister, dessen Korruptheit und Kriminalität wie auch Dummheit, eine Legende sind. Der Vorgänger Yhuhaeli (bis September 2009), war ja Vorsitzender der “Grünen Partei” und kapierte nicht einmal seinen Job. Dumme Leute und Kriminelle gründen gerne eine Partei im Balkan um Geschäfte zu tarnen, wobei man auch sich seine Schul Zeugnisse und Diplome zusammen kauft, um seriöser zu wirken und von seiner Verblödung abzulenken.

Summary

This memo, from an unamed company associated with the oil industry in Albania, details the apparently intentional and widespread contamination of land by Bankers Petroleum on and around the Visoka oil field site, Albania. The memo suggests that elements of the Albanian government are aware of, and are actively attempting to cover up, the damage caused.

The contamination is on a scale that would cause outrage in the US or UK, yet the issues presented in this memo have not received press attention.

However, it should be noted that the source declined to tell WikiLeaks the name of the authoring company, as a way of protecting themselves, hence we have been unable to verify the memo without opening up the facts to further scrutiny (by releasing it). The tone suggests that the material was written by a competing oil company, so there may be motivation to exaggerate.

RE: Summary of events surrounding environmental damage to Visoka oil field

For purposes of this memo the following terms will be used: Petroleum Agreement
between IEC Visoka, Inc. (“IEC Visoka”) and Albpetrol, SH.A. (“Albpetrol”) dated
December 3, 2008 (the “IEC Agreement”); License Agreement between The Ministry of
Economy, Trade and Energy, as represented by The National Agency of Natural
Resources (“AKBN”) and Albpetrol dated December 2, 2008 (the “IEC License”);
Heads of Agreement between Albpetrol and IEC Visoka dated April 29, 2008 (the
“Heads of Agreement”); and the Memorandum of Good Understanding between IEC
Visoka’s predecessor in interest and Albpetrol dated October 8, 2007 (the “MOGU”).
Here are the facts as we know them as of the date of this memo. The Timeline attached
hereto as Annex N, gives us a picture of the following events:

WikiLeaks’ ka futur në dosjet e veta sekrete edhe Shqipërinë. Agjencia online, që u bë e njohur në mbarë botën pak javë më parë për botimin e dokumenteve sekrete të ushtrisë amerikane, ka fokusuar edhe Shqipërinë. Dosjet sekrete
Agjencia online ‘WikiLeaks’, sikurse e thekson në faqen e saj, është një shërbim publik multi-juridiksional për të ndihmuar aktivistët dhe gazetarët të botojnë aty dokumente tejet sekrete. Sipas asaj që shkruhet në faqen e agjencisë, që në vitin 2007, kjo agjenci online, është marrë me të gjitha sferat, ato korruptive, por edhe politike. Pak kohë më parë “Wikileaks” postoi më shumë se 90 mijë dokumente në internet dhe pretendoi se ato mbulonin një periudhë nga janari 2004 deri në dhjetor 2009. Dokumentet sekrete të dala në shesh thuhet se përfshijnë detaje për bastisjet e zhvilluara nga një grup sekret i operacioneve speciale amerikane kundër atyre që zyrtarët amerikan i quajnë objektiva terroriste dhe kryengritëse të rëndësisë së veçantë. Disa nga bastisjet thuhet se kanë rezultuar në vrasje të padëshiruara të civilëve afganë. Mes dokumenteve të publikuara janë edhe ato që thuhet se përshkruajnë frikën se shërbimet e zbulimit pakistanez po ndihmonin kryengritjen afgane. Këshilltari i Shtëpisë së Bardhë për Sigurinë Kombëtare, James Jones e dënoi publikimin e dokumenteve. Ai lëshoi një dekleratë duke e quajtur nxjerrjen e sekretit “papërgjegjshmëri” dhe se publikimi i tyre jo vetëm që rrezikon jetën e amerikanëve dhe partnerëve të tyre, por gjithashtu kërcënon sigurinë kombëtare.

BAnkers Petrol, gehört zu den 27 betrügerischen Firmen, welche keine Bilanzen veröffentlichten und dessen Vermögen kurzfristig Ende 2009 beschlagnahmt war, weil die Albanische Gesetzgebung vorgibt, das wenn eine Firma 3 Jahre, keine Gewinn vorlegen kann, man diese Firma für Bankrott erklären kann. Bankers Petroleum bezahlte dann Steuern und konnte wieder weiter arbeiten.

In diesem Geschäft versuchten sich auch die üblich korrupten Deutschen Politiker Kreise, aber brachten trotz Groß Maul Ankündigung noch nie etwas zu stande.

An oil field in southern Albania

The first phase of a planned 44-kilometre pipeline in Southern Albania will be completed in 2011, Canadian-based Bankers Petroleum has announced.

Bankers said in a statement on Wednesday “progress is being made on the 14-kilometre phase one of the oil pipeline” and it would be completed early next year along with an export hub terminal.

He said the line would connect the main oilfield by rail to both the export terminal and two local refineries through use of the hub at the city of Fier.

The pipeline and Fier Terminal will add an additional 9,500 barrels of oil per day to the output, giving the company exports of up to 24,500 barrels by early 2011.

Average production in the second quarter of 2010 ending on June 30 was 9,830 barrels of oil per day, an increase of 54 per cent over the same quarter of 2009 and an increase of 19 per cent over the first quarter of 2010, Bankers said.

The second phase of the pipeline, 30-kilometres long, will have a capacity of 70,000 barrels of oil per day connecting the oilfield to an export terminal in the port of Vlora and is scheduled to be completed by early 2012.

Bankers Petroleum, an oil and gas exploration and production company focusing on opportunities in unconventional petroleum assets, is the single largest foreign investor in Albania.

The company operates and has the full rights to develop the Patos-Marinza heavy oilfield in south central Albania, which is believed to hold about two billion barrels of oil.

The 44,000-acre heavy oil field, located east of the city of Fier, is the largest onshore oilfield in continental Europe, based on the amount of oil the site holds.

In Albania, Bankers also operates the Kucova heavy oil fields.

The company’s stock price has seen a lift recently following a new assessment that showed 93 million barrels of proved reserves, up 34 per cent; a 19 per cent increase in proved plus probable reserves to 214 million barrels; and a 36 per cent increase in proved plus probable plus possible reserves to 422 million barrels.

The estimate of the original oil in place for the Patos Marinza and Kucova oilfields has been raised from five to six billion barrels of oil.
