Die Albaner Mafia und der Zusammenbruch ihrer illegalen Bauten

Landesweit wurden in diesem Winter viele Strassen zerstört, ca. 1.000 Häuser, weil jedermann sich zum Baufachmann ernennt und wild herum baut. Vorallem wird ohne Drainage gebaut und wie dieses Beispiel aus Durres zeigt, baute die Mafia direkt in die Lehm Berge illegal. Aber nicht genug: Obwohl der Berg sowieso an vielen Stellen rutschte, verbreiteterte man sein illegales Lokal auch noch und buddelte sich auf weitere ca. 100 Meter Straßen Länge direkt bis in eine 7 Meter Lehm Wand in den Berg hinein. Dadurch verlor der Berg entgültig, jeden Halt und rutschte bei starken Regenfällen auf die Strasse und zerstörte alle Gebäude, dieser Menschen der absoluten Unvernunft. Das einzige Gebäude, was dort noch steht, ist ein 2-stöckiges Lokal, was vorsichtig den Hang hoch gebaut wurde und alle Bäume blieben stehen. Durch die umgebende Destabilisierung, steht aber auch das Letzte Gebäude vor dem Zusammen Bruch. Bauart Albanese, und in Tirana sind 300.000 Wohungen der Bau Mafia nicht verkaufbar, weil die Fundamente zu schwach sind und die Appartment Blocks vor dem Zusammenbruch stehen. Jeder Ingenieur mit gekauften Diplom darf halt herum bauen, was ein Problem ist.

Weltweit bieten zig Websites Immobilien und Grundstücke der Albaner Mafia an. Fast alle Grundstücks Dokumente und Bau Genehmigungen sind in der Regel gefälscht, wie wir schon oft hier berichteten. Alban Yhillari ist nur als einer der Prominenten Gangster Einer davon. Selbst der sogenannte König Anwärter Leku, war am Drogen- und Waffenhandel beteiligt, und in Süd Afrika verlor er seinen Diplomaten Status deswegen.

Komplett zerstörten Hauses, von Leuten, welche illegal dort gebaut hatten und trotzdem immer tiefer sich in den Berg eingruben, um das besetzte Grundstück zu vergrössern

Ein Grundstücks Skandal, wo 2004 - 25 Haft Befehle erstmalig in Albanien ausgestellt wurden und zwar auch gegen den Haupt Verantwortlichen Bürgermeister Miri Hoti (wurde schon 2002 vom PM Pandeli Majko als kriminelle beschimpft, wegen seiner Umtriebe mit der Bau Mafia auch auf Antiken Gelände. Der verantwortliche Grundstücks Direktor Vasil Hila, wurde zu 12 Jahren Haft verurteilt und kam vor kurzem frei. Das nun zerstörte Mafia Lokal “LIAL”, gehörte zu seinem Familien Clan.

Der Grundstücks Skandal von Durres in 2004, als Vasil Hila verhaftet wurde, wegen Verkauf von privaten und Öffentlichen Grundstücken mit gefälschten Urkunden.
Seitdem ungehindert teilweise vor Jahren die Lehm Hänge neben der neuen Universtät angebuddelt wurden um illegale Häuser zu bauen, rutscht der Berg bei starken Regen nun eigentlich schon seit 10 Jahren. 2009 und 2010, gab es mehrfach Blockage der Strasse dort, die ja zu weiteren illegalen Lokalen der Albaner Mafia führt. Nun sind dortige 2-stöckige Häuser bedroht einzustürzen.

Illegale Kuh und Zeigen Herden, vernichten jede Stabilisierung des Hanges. Tausende von Häusern sind in diesem Winter eingestürzt, weil die Leute ohne Drainage bauen und irgendwo illegal im Gelände und jeden Kanal und Wasser Graben wie Bach Läufte zu schütten.

Den Bau Standard, hatte man bekanntlich schon in der Römer Zeit, heute eben nicht in Albanien. Wieviel Hirn brauchen eigentlich Menschen, das man nicht in Lehm Hänge baut? Trotzdem wird Landesweit munter so weiter gebaut.

DURRES - Vetëm gjatë 24 orëve të fundit mbi 700 metra kub dhe kanë rrëshqitur nga kodrat e Durrësit. Si pasojë është bllokuar përkohësisht linja urbane Durrës-Currila, e cila mban një ngarkesë të lartë ditore për shkak të mbi 3 mijë studentëve që ndjekin këtu universitetin. Po ashtu në “grackën” e baltës kanë rënë edhe autoveturat e vogla, kalimi i të cilave ka qenë i pamundur për afro katër orë. Shiu rifillon vrullshëm dhe toka rrëshqet sërish. Ky është një “refren” i përsëritur shumë herë në Durrës gjatë këtij dimri, por për fat të keq gjatë muajit mars fenomeni ka marrë përmasa të frikshme. Kodra e pambjellë me pemë e Durrësit po shkrihet nga shiu sikur të ishte “gjalpë” dhe sipërfaqja e tokës së humbur llogaritet me hektarë të tërë, nëse në inventar veç kodrave të Durrësit fut edhe “Shkëmbin e Kavajës”, Porto-Romanon dhe disa zona të Ishmit. Gjatë orëve të natës një tjetër “ortek” balte është derdhur nga lartësia prej 100 metrash e kodrave të Durrësit, duke e nxjerrë praktikisht jashtë funksioni segmentin automobilistik Universitet-Currila. Veç disa shtëpive dëme të mëdha kanë pësuar edhe katër lokale bregdetare, muret dhe dyert e të cilave janë shqyer nga forca e argjilës në shkarje e sipër. Për të disatën herë gjatë këtij viti ka rifilluar nga Prefektura dhe Bashkia aksioni për pastrimin nga balta të rrugës-shëtitore. Sipas specialistëve të pyjores në terrenin argjilor të kodrave akacia do të ishte bima ideale për t’u mbjellë. Por fidanët e shtrenjtë të saj si dhe mungesa e specialistëve në gjendje për të mbjellë në një pjerrësi prej gati 90 gradësh, ka bërë që për momentin projekti i hartuar në bashki gjatë vitit 2004 të bëhet utopik. Shefi i pyjores Enver Maloku ka deklaruar se “në atë territor shanset më të mëdha për rritjen dhe mbijetesën e pemëve të mbjella kanë fidanët e akacies dhe të pishës”. o.u

Im Kosovo, wird der selbe Schrott gebaut von der Albaner Mafia, wie die identischen Leute welche auch Albanien mit ihrem Schrott unsicher machen auf besetzten und geklauten Grundstücken. Illegales Bauen, dient wie Hotels und Tankstellen, vor allem der Geldwäsche.

A mild earthquake on Wednesday has raised concerns about the number of illegal builds – most of which could not withstand a severe quake, experts warn.

Experts warn that a serious earthquake would wipe out many of Kosovo’s poorly built homes. An illegal construction boom has resulted in the erection of thousands of homes that lack the necessary safety measures to withstand earthquakes, they say.

The Pristina municipality estimates that 70 per cent of new apartment blocks built since 1999 do not have planning permission. Following the latest quake, concerns are being raised that a larger earthquake could devastate the city because of poor construction standards and lack of inspections.

Ylber Vokshi, an independent architect, said people should “pray that no stronger earthquakes hit Kosovo” as around “99 per cent of new buildings” do not meet the necessary standards set by planning authorities to mitigate the effects of earthquakes.

“The biggest problem is the lack of inspections,” Vokshi added. “Nobody knows what kind of material is being used, or the strength of the buildings.”

Rrëshqitjet masive të tokës kanë krijuar probleme serioze në disa zona të vendit. Disa banesa janë shembur, ndërkohë që qarkullimi në disa segmente nacionale ka qenë mjaft i vështirë.
Durrës

Një lokal është shembur plotësisht nga rrëshqitjet në Currila të Durrësit. Erozioni vazhdon të shkaktojë probleme dhe frikë në zonën kodrinore të qytetit, ndërsa masat për ndaljen e fenomenit janë të largëta. Një tjetër shkarje masive ka ndodhur në zonën e Currilave gjatë orëve të para të mëngjesit, duke shkaktuar shembjen e një lokali dykatësh dhe bllokimin e rrugës. Reshjet e vazhdueshme të shiut gjatë 24 orëve të fundit kanë favorizuar një tjetër rrëshqitje dherash nga kodra në lagjen nr. 1 të Durrësit, ndërsa shumë familje në këtë pjesë të qytetit jetojnë në ankth. Në momentin e shembjes, në lokal nuk ka pasur njerëz, pasi kanë qenë orët e para të mëngjesit. Gjatë muajve të fundit, pothuajse të gjitha lokalet e ndërtuara përgjatë rrugës që lidh Universitetin e Durrësit me pjesën tjetër të Currilave buzë kodrës janë mbyllur. Dherat dhe balta kanë vërshuar brenda tyre, ashtu si dhe në shtëpitë që ndodhen aty, duke shkaktuar dëme dhe kthyer në jofunksionale dhe të frikshme për t’u frekuentuar nga klientët. Bashkia ka ndërhyrë me mjetet e saj për të zhbllokuar rrugën, qarkullimi në të cilën është pezulluar për disa orë deri në largimin e dherave. Pasditen e djeshme, prefekti i Durrësit, Genci Alizoti, doli në një konferencë për shtyp duke deklaruar mbi situatën dhe veprimet që do të ndërmerren më tej. Prishja e kurorës së gjelbër të qytetit prej vitesh ka nisur të shfaqë pasoja të frikshme për të gjithë ata që kanë ndërtuar në zonën kodrinore.

In dieser Woche beschloß die Regierung auch, das umgehend eine Bestands Aufnahme gemacht wird, über die Erosions Schäden an der Küste, um dann mit Wissenschaftlern die geeigneten Maßnahmen zum Schutz der Strände und der Küsten zu beginnen.

Erhebliche Schäden gab es vor allem in Nord Albanien im Golf von Lezhe, Velipoje durch das höchste Adria Hochwasser seit 100 Jahren und durch starke Regenfälle überall in Albanien. Alte Bäume, wurden teilweise an ganzen Strand Abschnitten entwurzelt und ins Meer gespült. In der Currila - Durres, hat wie frühere Studien gezeigt hat, das Meer sich ca. 50 Meter in 50 Jahren zurück geholt, weil die Küste aus einem Gemisch aus Lehm - Erde besteht und ebenso die illegale Bebauung Vieles zerstört, wie bis vor wenigen Jahren auch illegalen Bäume fällen und vagabundierende Ziegen, Schafes und Kuh Herden, welche dort Nichts zu suchen haben und Ansätze von Bewuchs umgehend wieder zerstören.

Premier Berisha convenes working group meeting on coastal line erosion

Prime Minister Sali Berisha convened a meeting of the working group on protection of the coastal area and taking the proper measures. The relevant study to be conducted will cover the coastal area from Velipoja to Narta. It targets to bring to evidence the situation of the coastal line (especially the beaches). The study will be concrete, complex; it will be of utility and will make recommendations for decision-making.

In regard to concerns and the growing threat of the soil erosion which has a direct negative impact on the economic and tourist activities, the infrastructure, environment and cultural and natural values, PM Berisha in a meeting with several members of the Cabinet, scientists of the relevant field from the Polytechnic University and the Academy of Sciences held a discussion and forwarded the task of undertaking an immediate study, concrete and in several aspects.

The main issues the study must focus will be:

- Bringing to evidence the actual situation of the coastal line and the changes it has experienced during the recent decades. The expected dynamics of coastal line movement focusing especially on the sensitive areas, i.e. the beaches will also be on the focus.

- To provide recommendations for the measures and the eventual interventions that can be taken while determining where and when (according to priority), to curb the action of soil erosion.

-The financial cost of interventions in time and space (according to priority), in certain segments of the beaches as well as the total cost for an extensive and complete intervention.

On the study of the sea erosion and the measures that should be taken against it, the Prime Minister ordered the setting up of a study group composed by ministers, scientists from the Polytechnic University, Academy of Sciences and the Prime Minister’s office.

In respect of this order, the government departments, scientific institutions and all the other state institutions will make it available for the study group the most qualified experts of the field as well as the data and the necessary studies which can serve to completion of the study in time and at high quality.
