“>7 March 2010 | 10:23 | Source: B92, Tanjug PRIŠTINA — The NATO-led force in Kosovo, KFOR, said it had “frozen its relations with the Kosovo Security Force (KFS)“. This came in reaction to the fact members of this formation carried weapons, as they took part in a gathering in Priština glorifying the so-called Kosovo Liberation Army (KLA).Priština-based RTK television outlet quoted a KFOR spokesman as saying that “the Kosovo institutions have not honored a deal that members of the KFS guard should not carry weapons during the manifestation”.

For this reason, KFOR’s command decided to immediately suspend its support and training of KSF, with the developments depending on possible future talks. However, according to its representatives, KFOR has “lost trust” in the organization that was put together after the disbanding of the Kosovo Protection Corps.

Meanwhile, Kosovo Albanian President Fatmir Sejdiu said that he believes the KFOR spokesman’s statement was misinterpreted.

“KFOR is an important investor in the enlargement of KSF and you know that all the steps thus far were undertaken in agreement and partnership and I believe that in the future (it) will contribute to our NATO membership,” Sejdiu was quoted as saying.

Hashim Thaci’s deputy, Hajredin Kuci, said that the situation “should be clarified”, but added that “nobody should expect Kosovo not to behave like a sovereign state”.

KSF is trained under NATO’s command, and its mandate is to deal with elementary disasters. The formation is expected to be operational in several years’ time.

KFOR Press Release

Pristina, 11 May 2003 - #03-16

KFOR on KPC training outside Kosovo

1. There has been wide media reporting and comment regarding KFOR and
UNMIK’s decision concerning the suspension of training and other
deployment for the KPC outside Kosovo.

2. This is not a punishment for the organization. Based on the fact
that two KPC members were involved in the terrorist act on 11 April,
there is reason to believe that there are more members of the KPC who
are involved in activities that undermine the stability and future of
Kosovo. We are working with KPC Commander to identify these
individuals for appropriate action.

3. The suspension of deployment and training outside Kosovo is taken
as a precautionary measure until we can assure ourselves that the
presence of members of terrorist groups in the KPC has been
addressed. The KPC and Kosovo risk embarrassment if it is discovered
that one of their members on an official training exercise is a
member of a terrorist organization.

4. KFOR urges responsible attitudes regarding this issue. The
continuous misinterpretation of the measures taken by key leaders is
not helpful in the full acknowledgement of the gravity of the
situation. KFOR will work with the KPC leadership to identify those
involved in terrorist activities. The KPC is an essential civil
emergency institution under the Constitutional Framework and there
must be no place in it for criminals or terrorists.

Former KLA Fighter Broke Release Conditions

| 04 March 2010 | Lawrence Marzouk

Lahi Brahimaj

Lahi Brahimaj

A former member of the Kosovo Liberation Army, convicted of torture by The Hague tribunal, has been warned that he will be returned to jail if he again breaks the terms of his provisional release, granted while an appeal of the case is heard.

Lahi Brahimaj was sentenced in 2008 to six years’ imprisonment for cruel treatment and torture, committed in 1998 at a KLA detention facility at Jablanica/Jabllanicë, near Decan in western Kosovo.

Brahimaj had pleaded not guilty to the charge and appealed against the court’s conviction. His co-defendants, Idriz Balaj and Ramush Haradinaj, Kosovo’s former prime minister and leader of the Alliance for the Future of Kosovo political party, were acquitted.

While Brahimaj’s appeal is pending, he has been granted ‘provisional release’ by the ICTY on condition that he reports weekly to the EU rule of law mission in Kosovo, EULEX.

According to EULEX, Brahimaj failed to report to a pre-arranged meeting at his home on February 19, 2010.

As a result the court issued a warning that his release would be terminated if he failed to comply with EULEX’s instructions.

Kristiina Herodes, the mission’s spokeswoman for justice, said: “Mr Brahimaj was late with reporting on one occasion. In all other respects EULEX considers that he continues to comply with the terms of his provisional release.”

The ICTY prosecution has also appealed against the acquittal of Haradinaj and Balaj.

A hearing on all three cases was held on October 28, 2009, and adjourned. A restart date has yet to be set.
