As for the reason behind the abduction and torture, local media have alleged that Hoxha was witness to a conversation in Macedonia between then President Sali Berisha and former Serb strongman Slobodan Milosevic, in which they agreed to terms for smuggling oil during the 1992-1995 Bosnia war.  Berisha has declined to comment on the allegations; however, in 2005 he admitted “tolerating” the smuggling trade between Albania and Montenegro on the basis the trade was necessary for “humanitarian reasons” to relieve Montenegro and Kosova of the hardships of the UN embargo.  In reality, this illicit oil trade was conducted to evade the embargo for profit and ultimately, to support Serb military operations.  The source of the oil was Greece and it was transited through Albania into Kosova and beyond via truck; however, there may have even been some form of rudimentary pipeline network at border points.  Mediu was also rumored to be involved in this oil smuggling business as was Azem Hajdari, a member of Berisha’s Democratic Party who was  gunned down in front of Berisha’s Democratic Party headquarters.

As an aside, it was well known in Albania that the Top Channel TV station was one of Berisha’s harshest  critics, and he used any and all means to attempt to silence this Albanian media outlet.  Then, last year, Berisha strong-armed Top Channel by having the tax authorities threaten them with closure for non-payment of taxes, and Top Channel was not given the any opportunity question the claims of the tax authorities.  This was a successful effort by Berisha to block free speech because Top Channel immediately changed its tune.  In my opinion, anyone who now assists Berisha, directly or indirectly, to take control of the Top Channel  media group should be seen as a participant in a scheme to further suppress free speech in Albania.  Another example of this form of blatantly anti-democratic, dictatorial behavior occurred last November when then Defense Minister Fatmir Mediu sent goons to confiscate the video equipment of a New York Times reporter.

As a precaution, please be advised that this message has been blind copied to DOJ and relevant members of Congress who are investigating the AEY arms deal with Albania.  This is because I believe those investigating this matter should be made aware of any parties who may be advising the Albanian government on these issues in any way, even if there is no suspicion of wrong doing by such parties.  This is due to my belief that Sali Berisha and co-conspirators, which may include his family members and other Albanian government officials, are operating what is in reality a vast criminal conspiracy.  Up until the revelation of the AEY deal, certain USG agencies have been willing to look the other way as a result of Albania’s cooperation with other matters, but now the Berisha government may have crossed a line if they facilitated illegal transfers of arms to USG, provided sub-standard ammunition to DOD and/or diverted millions of dollars in payments to a straw company in Cyprus.  If proven, these crimes would constitute abuse of DOD procurement programs and American tax payers.

According to an AP report about a UN report released last Thursday about crime in the Balkans (  http://ap.google.com/article/ALeqM5hb7aJHGOQd4YCTWF8hWeO8dsIa7QD90VEJT80    ),  “Albania has the worst crime in the region and remains the ’soft underbelly’ of the Balkans for mafia rings.”  The AP report also stated, “Costa (Antonio Maria Costa, Executive Director of the UN Office on Drugs and Crime) warned that organized crime - and its links to politicians and business - continues to pose serious challenges in several Balkan nations.”  There should be no doubt that the primary Balkan nation she is referring to is Albania - a client of Patton Boggs.

FYI - Below is my letter to Patton Boggs, the Washington law firm that served as advisor to the Albanian government for the privatization of ARMO, Albania’s state-owned oil refining company.  Also, this link contains info on Refinery Associates of Texas, the winning bidder, which is reported to have completed several supply contracts with DOD   http://www.gasandoil.com/goc/company/cnm71322.htm (including one displacing Halliburton for the  supply of oil to U.S. Army Corp of Engineers in Iraq).   From what I can ascertain, it seems that RAT is primarily an oil brokerage firm, but I couldn’t find information that indicates it has operating experience withrefining facilities.  One could surmise that there’s a pattern emerging of companies that have just a handful of employees (AEY, RAT) yet have been awarded hundreds of millions of dollars in contracts by both the Pentagon and the Albanian government.

SWIFT: EU-Parlament sagt Nein zu gigantischer Bankkonten-Datenkontrolle

Mit der Ablehnung des Europaparlamentes des SWIFT-Abkommens mit den USA ist den Datensammlern und -kontrolleuren eine gehörige Absage erteilt worden.

Eine überwältigende Mehrheit der Abgeordneten sprachen sich heute mit 378 zu 196 Stimmen gegen die Datenübertragung der Bankkontendaten der EU-Bürger aus.

Die im Vorfeld stattgefundene massive Beeinflussung des Abstimmverhaltens durch US-Behörden, um für das Gesetz zu stimmen, ist gescheitert.

Auch einige “grosse” Zeitungen konnten ihre Unkenrufe wieder einmal mit gewissen Artikeln nicht lassen, die so formuliert waren, die Parlamentarier von der Entscheidung für eine Gegenstimme abzuhalten. Sie alle haben heute ihren Fusstritt gründlich erhalten.

Das am 1.Februar vorübergehend in Kraft gesetzte Abkommen wird nun wieder ausgesetzt.

Interview mit Hermann Scheer: Beim “Institut Solidarische Moderne” geht es nicht um Auftragsstudien für Dritte

Anlässlich der Gründung des “Instituts Solidarische Moderne” sagt der SPD-Politiker und EUROSOLAR-Präsident Dr. Hermann Scheer im Interview mit der Internet-Zeitung ngo-online: “Wer vor Wahlen links redet, gibt zu, dass die Mehrheit eine linkere Politik will”. Mit dem Institut wollen Scheer und Mitstreiter einen “politischen Gegenentwurf zur neoliberalen Heilslehre” erarbeiten. Im Gegensatz zum Öko-Institut sollen die politischen Inhalte nicht durch Auftragsstudien für Dritte verwässert werden. Der Politiker Scheer kämpft nicht nur für die vollständige Durchsetzung der erneuerbaren Energien, sondern auch für “die Wiedereinführung der parlamentarischen Demokratie”. In der “Abnick-Bereitschaft” von Abgeordneten sieht er die eigentliche Ursache dafür, dass sich Basta-Kanzler durchsetzen können. Und: “Hätte die SPD 1998 über die Frage Lafontaine oder Schröder als Kanzlerkandidat abgestimmt, wäre es Lafontaine geworden. Schröder wurde es, weil die SPD einschließlich Lafontaine selbst die Vorauswahl durch die Medien akzeptiert hat.” Barack Obama hält Scheer für vertauenswürdig, wobei dem US-Präsidenten “die geballte Macht rücksichtsloser mächtiger Interessengruppen” gegenüberstünden. In Deutschland geschehe die Einflussnahme von Interessengruppen “diskreter”. Andrea Ypsilanti werde allein deswegen “perfide” und “immer noch anhaltend” als Täterin angeprangert, weil in Hessen “gewagt wurde, eine Alternative gegen das etablierte Einflusskartell durchzusetzen”.

ngo-online: Sie haben Ende Januar gemeinsam mit Sven Giegold von den Grünen, Katja Kipping von der Linkspartei, Andrea Ypsilanti von der SPD und anderen das Institut Solidarische Moderne gegründet. Wie gefährlich kann das dem real existierenden Neoliberalismus werden?

Hermann Scheer: Zu den Gründungsmitgliedern gehören auch viele Jüngere, etwa die Juso-Bundesvorsitzende Franziska Drohsel, die beiden Vorsitzenden der Jungen Grünen Gesine Agena und Max Löffler, Kolja Müller von der Linkspartei, aber genauso renommierte Wissenschaftler wie Sonja Buckel, Klaus Dörre oder Stephan Lessenich und Personen wie Franz Alt, dem wertkonservativen Kritiker des umweltzerstörenden Marktradikalismus oder Anke Martiny, die den Vorstand von Transparency International angehört.

Das Institut versammelt Kritiker des von Grund auf gescheiterten Neoliberalismus, der selbst in seinem Kernelement, der von ihm beanspruchten Wirtschaftskompetenz, desaströs gestrandet ist. Es geht um einen grundlegenden ideellen und politischen Gegenentwurf zur neoliberalen Heilslehre. Dass deren Bischöfe und Priester und die dahinter stehenden Interessen dies als gefährlich empfinden, liegt auf der Hand.

Neoliberalismus - Wirtschafts Kompetenz, bedeutet bei den durchgeknallten Lobby Politikern um Schröder, Steinmeier, Rezzo Schlauch, Ludgar Vollmer und co. vor allem Bestechung ohne Ende im Ausland. Etliche Premier Minister und zig Minister im Ausland und im Balkan vor allem in Bulgarien, Rumänien und Albanien sind wegen den kriminellen Bestechungs Orgien dieser Lobby Ganoven heute angeklagt, teilweise verhaftet und auch verurteilt worden. Man konnte ja so schön auch die Gelder der KfW und GTZ in die eigenen Taschen wirtschaften und umleiten. Heute spricht man von 6 Milliarden €, welche von Entwicklungs Geldern in diese Politischen Strukturen umgeleitet wurden.

Die sogenannten PPP-Programme, werden heute als Fehler angesehen! Von den kriminellen Orgien der Deutschen Staatsbanker, will man hier gleich gar nicht anfangen, denn die Mafia hätte es beim plündern von Staats Geldern nicht besser machen können.

Dies geht aus Äußerungen des zuständigen Staatssekretärs hervor. Die verdeckte Subventionspolitik, die in den vergangenen Jahren Milliardensummen bereitgestellt hat, firmiert unter der Bezeichnung “Public Private Partnership”. Explizites Ziel ist die Öffnung von “Wachstumsmärkten”, die von der Privatwirtschaft bisher vernachlässigt wurden, weil ohne die staatliche Förderung nicht ausreichend Gewinnchancen bestehen. Vor dem Hintergrund der internationalen Finanz- und Wirtschaftskrise werden insbesondere die verarmten Bevölkerungen in den Ländern des Südens in den Blick genommen. Wegen ihres hohen Anteils an der Weltbevölkerung gelten sie trotz ihres geringen Einkommens als potenzielle Konsumenten metropolitaner Waren und Dienstleistungen - etwa als Abnehmer sogenannter “Mikroversicherungen” gegen die Folgen von Naturkatastrophen. Wegen der hohen Anzahl der Versicherten spülen auch die billigen, vom Entwicklungsministerium geförderten “Mikroversicherungen” dem deutschen Allianz-Konzern erhebliche Gewinne in die Kasse.

Ankara moves to limit military’s political role

Is Ankara trying to weaken the influence of the military on state politics? The cancellation of a co-operation protocol in place since 1997 and speculation that other documents may be nullified give credence to such speculation.

Relations between Turkey’s pro-Islamic government and the secular army have entered a new era with the annulment of a controversial protocol that had allowed the military to take action without permission from civilian authorities.

“Officials from [the military and the interior ministry] came together and have jointly annulled the protocol,” Interior Minister Besir Atalay announced on February 4th, Anatolia news agency reported.

Signed in 1997 between the general staff and the interior ministry, the Military-Police Security Co-operation Protocol, or EMASYA, was considered one of the most effective tools for the military’s intervention into politics.

In extraordinary situations, such as social unrest spreading to more than one province, the military was allowed to intervene without waiting to be called on by political authority. Annulment of this policy followed recent coup allegations against the military based on the “Sledgehammer Action Plan”, which was published in the media.

According to reports, the plan was formulated by the Istanbul-based 1st Army in 2003, just months after the Justice and Development Party (AKP) came to the power. The military allegedly planned to provoke the Muslim population by bombing mosques and use the protocol to quell the ensuing riots.

The military denied the accusations and condemned those who believe that the army would bomb Turkish houses of worship. “I curse [those who make these assertions],” Chief of General Staff General Ilker Basbug told reporters.

The annulment of EMASYA, however, is seen as a first step in a plan to limit the military’s role in politics.

“The annulment of Article 35 of the internal service law of the Turkish Armed Forces (TSK) and the rewriting of the National Security Policy Paper (MGSB) are on the list,” wrote the Radikal newspaper on Friday (February 5th).

While Article 35 gives the military the authority to protect secular order and national unity without the staging of coups, the MGSB gives the army the superiority to determine threats against the country.
