Nicht Neues an der Balkan Front: Man kauft sich einfach Richter und Staatsanwälte

 Das man sich Gerichts Urteile kaufen kann im Balkan, bzw. gesuchte Mörder und Drogen Bosse frei herumlaufen, hat nur mit dem System käuflicher Staatsanwälte, Polizei Direktoren und Richter zu tun, wo man sich mittels Geld vor einer Festnahme schützen kann. Legendär ist der Interpol Haft Befehl aus 1998 gegen Lulzim Berisha, der nicht vollstreckt wurde und Neritan Ceka war der Innenminister!

Oft erhalten die Justiz Leute auch direkt Apparments, oder gar Grundstücke geschenckt. U.a. der Ex-General Staatsanwalt von Albanien Theodor Sollaku, der Grund in der Mafia Hochburg Golem, bei Durres besass und 1 Appartment. Welche Rechts Grundlage für diesen illegalen Besitz er hatte mittels gefälschter Unterlagen, konnte ein Sollaku dem Parlament nicht erklären und musste gehen.

Massive Irregularities in Serbia Procurement

Serbia’s Public Procurement Office has found potential irregularities in 2009 public procurements worth over 100 million euros. In an interview with the daily Blic, Head of the Public Procurement Office Predrag Jovanovic said that information from previous years indicates that about a quarter of public procurement in Serbia is carried out without tender.

He reportedly could not state the specific examples of who or how they could have abused the public procurement system since, as he put it, the National Audit Institution, DRI, is the only institution that has access to all documents related to public procurement and the ability to check them.

The procurement office passes its reports to the DRI, to check them. “The National Audit Institution, after checking our reports, goes with the final conclusion,” the daily quoted Jovanovic as saying.

The DRI report on the final budget bill for 2008 has unveiled numerous irregularities in the spending of budget funds, not only in the public procurement system, but in all controlled institutions: 14 ministries, three administrative and Serbia’s Directorate for Property.

Albania Judge Under Investigation for Corruption

Albania’s High Council of Justice lifted on Wednesday the immunity of the Serious Crimes Court Judge Marsela Balili, following a request from General Prosecutor Ina Rama.Balili will be investigated on passive corruption charges, after the arrest of her husband, Aleksander Plepi, a prosecutor suspected of mediating to lower the conviction of a drug trafficker, who was being tried by Balili.

Plepi was charged with accepting a 50,000 euro bribe in order for his wife to lower the conviction of Bensik Braka, a convicted drug trafficker. Plepi has denied any wrongdoing and is currently under house arrest.

General Prosecutor Ina Rama called in October for a constitutional amendment that would restrict the immunity of judges, in order to strengthen the fight against corruption in the judiciary.

“It’s problematic because [while] prosecutors can be investigated without hassles, we don’t have the possibility to investigate judges, who are granted immunity by the constitution,” Rama said at a conference on judicial reform.

“If the General Prosecutor’s Office seeks the authorisation to investigate a judge on corruption-related charges, the investigation has already become public and it its difficult to move forward,” she said, adding: “It’s not possible to investigate a judge on corruption, if he knows that he is being investigated.”

Albania PM Names ‘Balkans’ Most Dangerous Mafia’

In a late evening press conference on Wednesday Prime Minister Sali Berisha presented a series of documents on what he called “the most dangerous mafia clan in the Balkans”, referring to the Albanian opposition.

Eine kurze Überlebenszeit haben die Staatsanwälte in Durres.

Jetzt wurde wieder mal die komplette Mannschaft gefeuert, welche Nichts gegen die Mafia unternahm und nur abkassierte.

Die mangelhafte Justiz und die vielen bestechlichen Staatsanwälte und Richter, sind nun langsam nach so vielen Jahren nur noch peinlich. Besonders peinlich die Sache mit dem Ober Staatsanwalt von Durres Arjan Ndoja, der beschlagnahmte Gelder nicht erklären konnte im November 2008.
