Albania PM: World Bank Panel “Linked To Mafia”

Albanian Prime Minister Sali Berisha accused a World Bank investigative panel of being influenced by the Albanian mafia for their report on a controversial coastal management project that was used to demolish parts of a village and leave many families homeless.     The internal report shows that a World Bank project on coastal zones management in southern Albania aided the demolishment of informal settlements in the village of Jale, in disregard to the Bank’s policies of forced displacement. The report, obtained last week by Balkan Insight, also noted allegations of corruption and efforts at a cover up. The Bank has already announced the suspension of a loan for the project.“I express my contempt for the unscrupulous slander of the investigative panel in what they call an independent report, but which has been dictated by the Albanian land mafia,” said Berisha in a press conference on Sunday, adding that he had asked World Bank officials to probe the panel’s ties to organized crime.The investigation by an inspection panel found that World Bank management failed to comply with its policies with respect to the design, appraisal and implementation of the project, harming the local people affected by it. The probe also found that WB assisted the demolition by pressuring local construction police to take action and by supplying them with equipment and aerial photos.In addition to the project’s failure to comply with World Bank policies,  the investigators noted allegations of corruption and complaints that the demolition of the Jale settlements was part of a bigger scheme to develop the area as a tourist resort. While the panel does not evaluate these allegations, it concludes that the selective demolition carried out by construction police supports the intention to clear the area.The investigative panel also accused World Bank management of misrepresenting facts during the probe and hampering the investigation by withholding access to data, while it notes the unusual lack of recollection of facts and crucial events by staff. Investigators say that several WB staff members both in headquarters and on the field were “coached” to provide unusually consistent but factually incorrect or misleading information.In a statement for Balkan Insight the World Bank conceded “that mistakes were made in the project, and that ways to address the alleged grievances of those affected are under active consideration.”“The World Bank is concerned about the errors that were made by management and staff in the context of the project.  In accordance with our internal processes, the Bank is reviewing actions of its staff, and, if warranted, will take appropriate action,” the statement said.Read More: World Bank Project Demolished Albania VillageBackground: Aktion in the bay of Jale against the mafia Diese Strände und Küste, war schon mit 16 Hotels der Albanischen Grundstücks Mafia zu betoniert und der Zugang zum Meer verbaut worden. Jedes Foto und die TV Aufnahmen zeigen einwandfrei, das dort kein Dorf zerstört wurde, sondern illegale Hotels, welche noch im Rohbau waren und alle den Strand versperrten, mit dem gut bekannten Super Mafia System der Top Albanischen Mafia, welche auch Tausende von Hektars inzwischen mit gefälschten Dokumenten verkauft hat. Mangels vorhandenen Gebäuden (wir waren persönlich dort 1995, sogar schon mit der Segelyacht vorbei gesegelt) in 1995 und davor gab es 1.000 Jahre dort auch kein Dorf und deshalb konnte kontrovers zum dem Weltbank Inspektions Bericht, auch niemand vertrieben werden.

Albania criticizes Inspection Panel reportThe Government of Albania has requested a revision or retraction of an Inspection Panel Report implicating the country’s government in corruption.In response to the report produced by the Inspection Panel of the World Bank, the Government of Albania has issued a response (PDF, 163KB) which claims that implications of corruption on the part of the Government of Albania in the Jale case are unsubstantiated and that the scope and nature of the Government’s involvement has been exaggerated by the Inspection Panel Report.The Albanian Government has urged the management of the World Bank to reconsider the Panel Report and has requested its quashing or rewriting “to be more objective” towards the Government’s position. Mit einer Pistole verübte heute Mittag jemand ein gezieltes Attentat auf einen der höchsten Richter von Albanien. Der Richter gehörte zu den jüngst berufenen neuen Richtern, am höchsten Gericht der Republik Albanien, nachdem die Albanische Justiz in einem Korruptions Sumpf der Vorgänger unter Timor Kondi untergingen.Zu den Spekulationen gehört aber durchaus auch, das der Richter Aridan Numi per Dekret des Staatspräsidenten am 4.4.2007 zum höchsten Gericht berufen wurde und somit Zeit hatte, sich ein eigenes Bestechungs Netz aufzubauen, mit der Folge eines Attentates. ES handelt sich lt. Aussage von Nuni um mehrere Täter und 15 Personen sind einen Tag später festgenommen.

Albania High Court Judge Shot Outside Home

Albania Supreme Court Judge Ardian Nuni was shot on Sunday night outside his home, in what his colleagues said was an attack against the justice system as a whole.

Nuni had been operated in Tirana’s Military Hospital, and was out of danger and in stable condition. According to police sources the judge was shot twice in the back, outside his house, in Tirana’s Paris Commune neighbourhood.

“This attack is aggression against the justice by the mafia,” the deputy head of the High Council of Justice, Kreshnik Spahiu, told local broadcaster News 24. “Nuni was a symbol of justice.”

Nuni, 40, is one of the youngest judges in Albania’s Supreme Court. He took the post in April 2007.

REAGIME  Die Vermutung liegt deshalb nahe, weil der Richter Ardian Nuni, wie alle Richter keine guten Ruf haben in Albanien, und sich praktisch Landesweit von der  der hoch gefährlichen Grundstücks - Land Mafia nicht bestechen liessen. Erst in jüngster Zeit durch die Entferung der übelsten Richter und Staatsanwälte wurde es langsam besser in Albanien. Trotzdem hat niemand Vertrauen in die Justiz und über 200 Verfahren sind deshalb vor dem EU  Gerichtshof anhängig. Die Justiz Missionen wie Euralius zeigen langsam Erfolge, aber wenn man bedenkt, das schon die Hans Seidel Stiftung mit Steuergeldern auch in Albanien vor 15 Jahren die Justiz aufbauen wollte, ist Deutsche Aufbau Politik nur eine peinliche Note in der Geschichte von Europa und der Welt. .

Der Richter liegt im Militär Krankenhaus von Tirana!

Die Gesundheits Ministerin Anila Godo und der Aussenminister L.Basha sind im Krankenhaus, denn wie der Präsident Bamir Topi auch ausdrückt, ist das ein Anschlag auf den Staat, durch Mafiöse und Terroristische Gruppierungen. Der Attentäter wartete direkt in Tirana aus den Richter und als er in der Nähe des Gerichtes aus seinem Auto ausstieg, trat der Attentäter in Aktion.
