A World Bank project meant to safeguard Albania’s coastal zones was used to selectively demolish parts of a village in southern Albania and leave many families homeless,  according to an internal report , which additionally notes allegations of corruption and efforts by World Bank officials to cover up the events .
An internal report of the International Development Association, IDA, obtained by Balkan Insight, shows that a World Bank project on coastal zones management in southern Albania aided the demolishment of informal settlements in the village of Jale, in disregard to the Bank’s policies of forced displacement.

The investigation by an inspection panel found that World Bank management failed to comply with its policies with respect to the design, appraisal and implementation of the project, harming the local people affected by it. The probe also found that WB assisted the demolition by pressuring local construction police to take action and by supplying them with equipment and aerial photos.

In addition to the project’s failure to comply with World Bank policies,  the investigators noted allegations of corruption and complaints that the demolition of the Jale settlements was part of a bigger scheme to develop the area as a tourist resort. While the panel does not evaluate these allegations, it concludes that the selective demolition carried out by construction police supports the intention to clear the area.

Bulldozed Lives  

The village of Jale is situated on the coast the Ionian Sea, on the road linking the port of Vlora with Saranda,  and is considered by many as one the most beautiful hamlets on Albania’s Riviera. Two authors of children’s books who come from the area have featured its deep blue waters and sandy beaches often in their books, giving it the image of  paradise on earth.

The families residing in the village have a history dating back 300 years (This is an audacious misrepresentation of the facts, because the destroyed houses are new and absolutely no one has lived there 50 years ago), owning small plots of land that were handed down from father to son.

The area was neglected by the Stalinist regime of the late Enver Hoxha, its landscape spared the mass industrialisation that blighted other parts of the country. When the regime imploded in 1991, the majority of the houses in the village were little more than shacks, and most of the residents left for Greece and Western Europe to seek a better life.

After a decade of tumultuous transition to democracy, the tourism industry started to slowly recover,  remittances started flowing, and the village experienced a renaissance.

The old houses serving the growing numbers of tourists were suddenly not big enough. Residents applied for building permits but were refused because the area was outside planning zones. Driven by economic necessity and the reality of wildcat construction everywhere in the country, they pushed on, iainly adding rooms within their fences.

By 2006, when Albania adopted a law for the legalization of illegal construction, the houses in Jale were a fraction of the estimated 220,000 unauthorised buildings across the country.

The villagers applied to legalize their buildings under the new law but none of them obtained a conclusive answer. (Illegal mafia structures along the coast, can not be legalized because often criminal clans and politicians the true owner)
On April 3, 2007, they were notified that their houses were illegal and  would be demolished.

They launched an appeal at the local court, but construction police did not wait for the case to come to trial, and on April 17, 2007 surrounded the area and demolished all newly built houses in the village.

“They [police] surrounded the village like we were in state of war”, recalls Vasilika Koka (Koka is one of the most primitive mafia clans in Albania and AHT also much in Durres illegally built), who saw her parents house in ruins. “All that police forces, snipers in watching positions, for three days the road was blocked and no one could bring even food.”

As they proceeded over the pleas and curses of the villagers,  the construction police would tell the residents that they should not worry.

“You are crying now, but don’t worry, you will be eating with silver spoons soon as this is part of big World Bank project and they will invest and take care of you,” a construction police officer said according to the locals.

Aiding and Abetting Destruction

The televised scenes of the demolition caused a furore.  The head of the Union of Civil Liberties party, Vangjel Dule, who represents the area in parliament, slammed Prime Minister Sali Berisha, arguing that the demolition was being done for business interests close to him.

“In the [demolition] process are illegally hidden Minister interests linked to Berisha,” said Dule at the time in parliament.

Berisha denied any ulterior motive, and a spokesperson said he “has only one interest, the law and only the law, and any interpretation beyond the legal context is a speculation and untrue.”

One week after the demolitions, then Minister of Transportation (since 2007, he ist foreign Minister) Lulzim Basha told parliament that the demolition was a result of the World Bank project on Integrated Coastal Zones Management and Clean-Up.

“The demolition was a must because of the World Bank project in the area, the Bank asked for it,” Basha said.

The investigative panel found a direct connection between the project and the demolition of Jale, and described the project’s role as “paving the way” for the demolition.

According to the report,  project records indicate an active relationship between the project and the construction police, because of the fact that aerial photography financed under the project identified the buildings to be demolished.

The probe also found that the project provided equipment to construction police to carry out the demolition, including digital cameras, GPS and computers.

In March 2007, some two weeks before the demolition order,  the project coordinator, Jamarber Malltezi, the son-in-law of Berisha, sent a letter to the head of the construction police asking the demolition of the houses without a permit in Jale. Attached to the letter were two CDs with the aerial photography financed by the project, indicating the houses to be demolished.

Several articles published in the local media later linked the process to the project coordinator and indicated that that it was being carried out to make way for a tourist resort………..

Contacted by Balkan Insight, Malltezi rejected the allegation that appeared in the local media in the aftermath of the demolition.

Malltezi characterized the report of the inspection panel as biased and not factual, and said that in February the World Bank would compare the report with another report filed by management in response to the allegations, before its board of directors reaches a decision……………..

Der zuständige Mann der Weltbank Herr Maletezi, beschwert sich inzwischen bei “Birn”, weil es einfach um eine sehr notwendige Aktion geht, gegen korrupte Adminstrative, welche ständig illegale Bauten dulden, aktiv am Verkauf beteiligt sind usw. und vor allem weil Mafiöse Albaner Banden, überall die Küsten zubetonieren.

Obwohl es sich um eine klare Anti Korruptions Maßnahme der Regierung ist, kommt die Kritik von der Georg Soros Bande, über ihr Sprachrohr: “Birn” , wo die “Open Society” Sponsor ist und Georg Soros versucht damit hoch kriminelle Banden in Albanien zur Destabilisierung von Albanien zu unterstützen.

Banka Botërore në Tiranë, nën akuzë për korrupsion (Dërguar më: 01/02/09) Nga Genc Kondi Zbulohet se një projekt i iniciuar nga Banka Botërore me qëllim mbrojtjen e zonave bregdetare shqiptare, duhet të jetë përdorur për të prishur në mënyrë përzgjedhëse pjesë të fshatit te Jales TIRANE-Nje grup inspektorësh, të dërguar në Shqipëri nga selia e Bankës Botërore në Uashington, ka përfunduar hetimin lidhur me akuzat për korrupsion dhe mungesë të transparencës të zyrtarëve të BB-së me qendër në Tiranë. Sipas organit të rrjetit të gazetarisë investigative ballkanike (BIRN) në internet, “Balkanin sight.com”, një projekt i iniciuar nga Banka Botërore me qëllim mbrojtjen e zonave bregdetare shqiptare, duhet të jetë përdorur për të prishur në mënyrë përzgjedhëse pjesë të një fshati në jug të vendit, duke lënë shumë familje pa strehë. Gjatë investigimit të kryer nga gazetarët Besar Likmeta dhe Gjergj Erebara, atyre u ka rënë në dorë raporti i brendshëm i grupit të inspektorëve të Bankës Botërore. Shkeljet Sipas raportit, të cituar nga “Balkaninsight.com”, “projekti i Bankës Botërore ka kontribuar në prishjen e banesave informale, në kundërshtim me politikat e BB-së lidhur me mospërdorimin e forcës për të larguar banorët. Inspektorët nga Uashingtoni theksojnë se menaxhuesit e projektit kanë dëmtuar banorët vendorë në zonën ku implementohet projekti, madje kanë ndihmuar me pajisje e foto ajrore, si dhe kanë nxitur inspektoriatin vendor të ndërtimit të prishë banesat. Përveç mosrespektimit të politikave të BB-së gjatë zbatimit të projektit, inspektorët përmendin akuza për korrupsion dhe ankesa, se prishja e banesave në Jalë është pjesë e një skeme më të madhe për ta zhvilluar zonën si objekt turistik”, - vihet në dukje nga “Balkaninsight.com”. Grupi investigativ gjithashtu akuzon drejtuesit e BB-së se kanë keqinterpretuar faktet dhe kanë penguar hetimet, duke mos lejuar aksesin në të dhëna, ndërkohë që vëren edhe një mungesë të pazakontë të ruajtjes së fakteve dhe regjistrimit të ngjarjeve kryesore nga ana e stafit. “Disa anëtarë të stafit të BB-së, si në qendër, ashtu edhe në terren, ishin ‘trajnuar’ që të jepnin informacion jokorrekt dhe të gabuar, - theksohet në raport. - Madje, u konstatua edhe një rast kur një punonjës refuzoi të japë informacionin e kërkuar”, - thuhet më tej në raport. Varfëria “Banka Botërore është e angazhuar për të ulur sa të jetë e mundur nivelin e varfërisë në Shqipëri, duke kontribuar ekonomikisht dhe me asistencë profesionale panë shqiptare. Në rastin e prishjes së shumë shtëpive të banimit në zonën e Jalës, inspektorët theksojnë se kanë konstatuar që shumica e banorëve kishin investuar në ato banesa kursimet e gjithë jetës së tyre. Prishja e tyre nuk ishte shoqëruar me kompensimin në një farë mënyre, financiar apo fizik, duke i lënë ata pa asnjë mundësi jetese normale”, - theksohet në raport. Në të konstatohet se praktikat e përdorura në këtë rast nuk janë në përputhje me politikat strategjike të Bankës Botërore, si në Shqipëri, ashtu edhe në vende të tjera të botës ku ekzistojnë probleme të ngjashme. Reagimi Në një deklarim për “Balkan Insight”, Banka Botërore ka pranuar se janë bërë gabime në projekt dhe se BB-ja është e shqetësuar lidhur me to. “Banka po shqyrton veprimet e stafit të saj, dhe në rast se do të konstatohen shkelje, do të merren masat përkatëse”, - thuhet në përgjigje të interesimit të gazetarëve shqiptarë. Gjithashtu, zyra e BB-së konfirmon se Bordi i Drejtorëve Ekzekutivë të BB-së do të mblidhet në mes të muajit shkurt të këtij viti për të marrë në shqyrtim raportin e grupit të inspektorëve, po ashtu si dhe objeksionet e përfaqësuesve të zyrës në Tiranë. Vetëm pas kësaj, dy raportet do të paraqiten në publik. Projekti Në fakt, ka qenë 15 shtatori i vitit 2007, që ishte shpallur nga Banka Botërore si afati i fundit për hartimin e Planit për Zhvillimin e Bregdetit Jugor, i cili mbulon zonën nga Orikumi deri në kufirin grek. Madje, brenda këtij afati, ndërkombëtarët kërkonin edhe miratimin e tij nga KRRTRSH-ja. Ky plan duhet të përfaqësojë instrumentin zyrtar të qeverisë shqiptare që do të udhëheqë zhvillimin e zonës. Por, institucioni shqiptar i ngarkuar me zbatimin e kësaj detyre dhe që drejtohet nga Jamarbër Malltezi, bashkëshort i Argitës, së bijës së Kryeministrit Sali Berisha, është prezantuar me shumë vonesë. Ndërkohë, në opinion kanë qarkulluar fjalë për projekte të tjera, të fshehta, për të përdorur njohuritë mbi zonat që lirohen nga ndërtimet për të kontraktuar, në rrugë personale, objekte turistike me kompani të huaja. Projekti nuk është i ri. Në kuadrin e tij, në prill 2005 qeveria e atëhershme shqiptare vendosi të caktonte një moratorium deri në miratimin e Planit për Zhvillimin e Bregdetit Jugor në lidhje me lejet e ndërtimit dhe miratimin e studimeve pjesore të planifikimit urban për bregdetin jugor (p.sh. toka në zona rezidenciale dhe urbane jashtë zonave të urbanizuara dhe ku mund të kishte akses për shërbime). Sipas Bankës Botërore, në lidhje me zbatimin e këtij Plani, dhe në veçanti me zhvillimin e zonave turistike, për qeverinë do të ishte e udhës, që pas përfundimit të Planit të lartpërmendur, ajo të ndiqte një proces konkurrues dhe transparent, ku të ftohej sektori privat të kryente investime në bregdet sipas ligjit për Koncensionet. Por, akuzat aktuale hedhin hije dyshimi lidhur me bashkëpunime jokorrekte midis drejtuesve të BB-së në Shqipëri me zyrtarët shqiptarë, të caktuar nga qeveria dhe që kanë afërsi familjare me Kryeministrin. Malltezi “Në muajin mars 2007, dy javë para se të fillonte prishja e banesave, koordinatori Malltezi i dërgoi një letër kreut të policisë ndërtimore, ku i kërkonte prishjen e shtëpive pa leje në Jalë, së bashku me dy CD me fotografi ajrore, të bëra me financimet e projektit, ku tregoheshin shtëpitë që duhej të prisheshin”, - thekson “Balkan Insight”. Në median lokale u tha se procesi po kryhej për të hapur rrugë për ndërtimin e një fshati turistik. Sipas inspektorëve të BB-së, zyra e Bankës disa herë është bërë gati të publikojë një reagim lidhur me këto akuza, por nuk e ka publikuar atë, duke mos i mohuar. Vetë Jamarbër Malltezi, i cili është kontaktuar nga “Balkan Insight”, ka hedhur poshtë akuzat, duke thënë se “artikujt e shkruar kanë qenë të paguar nga dikush”. Ndërkohë, ai mohon të ketë bërë gabime në punën e tij. Koordinatori shqiptar i projektit e cilëson si të pabazuar raportin e inspektorëve të BB-së dhe thotë se pret konkluzionin e shkurtit, kur edhe varianti i zyrës së BB-së në Tiranë do të merret në shqyrtim nga ana e Bordit të Drejtorëve në Uashington.
