Israel im Propagandakrieg

Jedes andere Land der Welt wäre von der internationalen Presse geröstet worden, wäre es in einen kleinen Nachbarstaat einmarschiert und hätte dabei Opfer bei der Zivilbevölkerung billigend in Kauf genommen. Im Falle Israel ist dies anders - in den ersten neun Tagen des Gaza-Krieges hatte Israel im Propagandakrieg die Nase vorn. Dies ist kein Zufall, da kaum ein Staat seine Militär- und Sicherheitsfragen mit einem derart professionellen „Public Relations” Management angeht wie Israel. Erst als die Medien mit Bildern von Müttern mit toten Kindern im Arm gefüllt waren, drehte sich das Blatt. Nachdem die Stellungen in der Schlacht um die mediale Vorherrschaft nicht mehr zu halten sind, und sich die traditionelle Propaganda als stumpfes Schwert entpuppt, setzt Israel auf ein weltweites Heer von Sympathisanten, die mit Cyber-Guerilla-Taktiken die Informationskanäle unterwandern. Die EU-Außenkommissarin Benita Ferrero-Waldner warnte den israelischen Präsidenten Perez bereits, dass Israel durch sein brutales Vorgehen im Gaza-Streifen sein Image zerstöre. Perez entgegnete ihr, man kämpfe nicht um die öffentliche Meinung, sondern gegen den Terrorismus. Auch diese Aussage ist als Propaganda zu werten, denn Israel weiß genau, dass im Krieg um den Gaza-Streifen nicht die Palästinenser, sondern die Weltöffentlichkeit der größte Feind ist, da nur sie die Schutzmächte Israels dazu bewegen kann, den nötigen Druck auf Tel Aviv auszuüben.

Das Außenministerium koordiniert den Propagandakrieg

Israelische Botschaften und pro-israelische NGOs sind weltweit in den Propagandakrieg um die Meinungshoheit in den Köpfen der Weltöffentlichkeit eingespannt. Die für die Israel-Berichterstattung zuständigen Journalisten werden von den jeweiligen israelischen Botschaften und privaten Organisationen mit Informationen überhäuft. Sie brauchen die Telefonnummer der Polizeistation in Beerscheba, um Informationen über die Einschläge der Kassam-Raketen zu bekommen? Voilá, hier ist sie! Sie brauchen einen Interviewpartner? Fragen Sie uns, wir helfen weiter! Wer von seinem warmen Schreibtisch aus Informationen aus dem Konfliktgebiet bekommen will, bekommt sie auch – aber nur von israelischer Seite.

Wie der Wayne Madsen Report berichtet, koordiniert das israelische Außenministerium eine weltweite Kampagne, bei der Sympathisanten der israelischen Seite eingespannt werden, um Blogs und die Kommentarbereiche klassischer Medien zu fluten und Online-Umfragen zu manipulieren. Um den „Pro-Israel-Spammern“ Munition zu geben, wurde ein dreiseitiges Memorandum erstellt, das Argumentationsrichtlinien enthält, die man als Copy&Paste-Beiträge in den Kommentarbereichen beliebter Medien teilweise 1:1 wieder findet. Auch private pro-israelische Gruppen beteiligen sich am Cyberkrieg – so läuft das Programm der Anti-Defamation League, anti-israelische und pro-palästinensische Videos auf YouTube zu zensieren, anscheinend auf Hochtouren.

Auch die mittlerweile über 30.000 Nutzer zählende GIYUS-Gemeinde hat derzeit viel zu tun. GIYUS ist ein Tool, das separat oder als Firefox-Plugin den gewogenen Nutzer auf Online-Umfragen im Web aufmerksam macht, die zugunsten der israelischen Position manipuliert werden sollen. Opfer einer solchen Manipulation wurde auch die FAZ, nur handelte es sich dabei nicht um GIYUS, sondern um die israelische Vertretung bei den Vereinten Nationen in Genf, die via Rundmail Sympathisanten mit der Überschrift „We need your votes“ aufforderte, die FAZ-Umfrage, ob Israel oder die Hamas im Recht seien, zugunsten Israels zu manipulieren. Die Aktion kann als voller Erfolg gewertet werden. Bevor die israelische Propagandamaschine anlief, hatte die Meinung, Israel sei im Unrecht, einen leichten Vorsprung. Nach der Rundmail verzeichnete die FAZ auf einmal über 120.000 Stimmen an einem Tag, die sich voll und ganz mit Israel solidarisch zeigten und damit das Gesamtergebnis auf zustimmende 72% in die Höhe trieben. Für den Pressesprecher der israelischen Botschaft in Berlin ist das „ein Teil der Öffentlichkeitsarbeit“ – in der Wirtschaft sind solche Praktiken als Guerilla-Marketing bekannt. Das Netz scheint sich der neu gewonnenen Aufmerksamkeit gegenüber auch erkenntlich zu zeigen. Einer „Twitter-Initiative“ der israelischen Botschaft in New York schlossen sich 2.500 „Blogger“ an.

Die unfreie Presse

Nicht nur im Internet ist die israelische Propaganda höchst professionell. Im klassischen Pressebereich versucht Israel den Propagandakrieg durch gefilterte Informationen zu gewinnen - dabei geht man durchaus gekonnt vor. Die Pressesprecherin Avital Leibovich (natürlich eine Frau) beantwortet mit einer Engelsgeduld kritische Fragen mit den immer gleichen Satzfragmenten, man führe einen „sauberen Krieg“, die Hamas verschanze sich hinter Zivilisten, die Hamas habe den Krieg provoziert und so weiter und so fort – man kennt den Sermon. Frau Leibovich hat es auch nicht eben einfach. Den Krieg in Gaza als „sauberen Krieg“ zu verkaufen, ist ähnlich schwer und undankbar, wie die Aufgabe Zigaretten als gesundheitsfördernd anzupreisen – eine Herausforderung für jeden PR-Profi.

Israel kontra Völkerrecht

Die gesamte Welt schaut mit Schrecken auf einen kleinen Küstenstreifen in der Levante. Israel führt im Gaza-Streifen seit 19 Tagen Krieg gegen die Hamas. Wenn man Menschenrechtsorganisationen, der UN und vielen Völkerrechtlern glauben mag, führt Israel allerdings nicht nur einen Krieg gegen die Hamas, sondern auch gegen die palästinensische Zivilbevölkerung. Der Blutzoll ist gewaltig - heute überstieg die Anzahl der getöteten Palästinenser die Tausender-Marke, darunter über 300 Kinder. Auf israelischer Seite mussten dreizehn Personen den Krieg mit ihrem Leben bezahlen, drei davon Zivilisten. Dies stellt ein grobes Missverhältnis dar, das nach Aussagen von Völkerrechtlern Israels Position, man handle aus Selbstverteidigung, ad absurdum führt. Die Tatsache, dass Israel Kriegsverbrechen begeht und das Völkerrecht bricht, ist unter Völkerrechtlern unumstritten. Wie die internationale Gemeinschaft auf diese Verbrechen reagieren soll, ist allerdings fraglich. Über den UN-Sicherheitsrat wird es keine „harte“ Resolution geben – dies wissen die Amerikaner mit ihrem Veto zu verhindern. Die Generalversammlung der Vereinten Nationen hat Israel in der Vergangenheit bereits mehrfach „verurteilt“ – Gegenstimmen kamen meist nur von den USA und einigen Südseeinseln, die eher als Kolonien der USA gelten. Die UN erweist sich in diesem Falle einmal mehr als zahnloser Tiger, und dem Internationalen Strafgerichtshof sind die Hände gebunden – Israel hat die völkerrechtlichen Statuten nie ratifiziert.

A Croatian court in Rijeka on Monday ordered a month-long detention for the head of Bosnia’s special unit for the fight against organized crime, terrorism and corruption, who was arrested by Croatian police under suspicion of conspiracy to commit murder. Vjekoslav Vukovic, who was also an assistant minister in Bosnia’s Ministry of Security, was arrested in Rijeka on Friday. He is accused of acquiring and assembling an explosive device and other weapons that were supposed to be used in an assassination, media quoted Croatian authorities as saying. The 35-year old, who has dual Bosnian and Croatian citizenship, has denied all charges.

Local media reported that the alleged assassination targets were two men involved in providing security for bars and night clubs in the town. The killings were supposed to take place three months ago but were thwarted by Croatian police, and two would-be assassins were arrested at the time. Police then waited for three months for Vukovic to appar in Rijeka to arrest him as well.

A judge in Rijeka questioned Vukovic for two hours on Saturday and again on Monday. The initial two-day detention was extended for another month, because of the possibility that Vukovic could flee to Bosnia. This means the public prosecutor has one month to decide whether there is enough evidence to press charges or to release Vukovic.

Vukovic’s boss, Bosnian Minister of Security Tarik Sadovic, told media on Sunday he will suspend Vukovic because he failed to show up in his office on Friday without an explanation, and used his official car for his private trip to Rijeka.
On Monday, Sadovic said that the arrest of such a senior official placed Bosnian authorities in an“unpleasant situation” and even brought the work of state security institutions into question.

In addition to his role in the fight against terrorism and organized crime, Vukovic was also the head of a state commission reviewing Bosnian citizenship, which recently stripped few hundred people – mainly former Islamic fighters who came as volunteers in the 1992-95 war – of their Bosnian citizenship, Sadovic said. He added cryptically that Vukovic was “very close to American intelligence circles and other American structures in Bosnia and Herzegovina”.

The arrest raised a storm of media reports and speculation.

“This event represents a huge stain on the credibility of the state authorities,” columnist Tarik Lazovic said in a comment published on Sunday in the influential Sarajevo daily Dnevni Avaz.

Vukovic’s lawyer Antun Denona told media that Vukovic denied all charges and was “shocked” by what he called a “media lynching” in both Bosnia and Croatia.

One day before the death of the former Yugoslav dictator, the former Kosovar prime minister, who is the only important ethnic Albanian indictee, had his bail restrictions eased by the war criminal court. Moreover, Ramush Haradinaj is likely to return to political life. The Appeal Chamber of the International Criminal Tribunal for the former Yugoslavia relaxed a ban on Haradinaj’s public appearances and political activities. Against the background of the UN-mediated talks on Kosovo final status that are under way in Vienna, Haradinaj’s political comeback can have an effect of a powerful blast for the Kosovar inner political scene that has not yet recovered from Ibrahim Rugova’s death…

A “usual CV”

Ramush Haradinaj was born on the 3rd of July 1968 in Glodjane (a little village bordering Albania in Decani municipality, western Kosovo). Haradinaj is two-month younger than Hashim Thaci, the well-known political leader of the Kosovo Liberation Army (UCK). After close cooperation within the UCK ranks, the two men became political rivals in their new “civil lives”. Yet, their profiles are marked with more than one similarity.
As the eldest of seven children of a farmer, Ramush Haradinaj grew up in the country. He completed primary school in Rznici and secondary school in Decani and Djakovica. He wanted to study astronomy and enrolled at Pristina University in 1987. However, the same year he was appealed to serve in the Yugoslav People’s Army. He completed his mandatory military service in Pirot and Dimitrovgrad (south-eastern Serbia). After his return he wanted to continue his studies. After the student demonstrations in 1989, however, he left for Switzerland. He claimed that his family was marked down by Serbian authorities as “troublemakers” and that his efforts to study astronomy in Kosovo were blocked. Haradinaj frequently travelled illegally to Kosovo, hiding from the police. He left Kosovo for good in 1991. Haradinaj was to stay in Switzerland for six years, ostensibly to study. Apparently he led a vagabond yet a colourful life there. He worked as security guard at rock concerts, nightclub bouncer, gymnastics coach and bodyguard. Not all of his jobs were as harmless as those were.
During that eight-year voluntary exile in Switzerland, Haradinaj stayed in touch with the resistance movement in Kosovo. He joined the Marxist-Leninist organisation People’s Movement of Kosovo, which is believed to have created the UCK. Thereafter, Haradinaj alias “Smajl” studied war skills and martial arts. In the mid-1990’s he lived in Tirana, where he began to prepare for “rebellion”. In 1996, he finished his paramilitary training in Albania, and he took part in organising camps in Kukës and Tropojë (north-eastern Albania). He transferred arms to Kosovo through the Prokletija mountains (northern Albania).
Haradinaj returned to Kosovo in mid-1997. Along with his brothers, Daut and Shkëlzen, he began to

organise armed attacks on Serbian police in the village of Ranic in Decani and the village of Ponosevac in Djakovica, and on the refugee camps in Junik and Babaloc. In March 1998, he became one of the Zone Commanders of the UCK. He held the western command operating in Dukagjin operational zone, which covered an area as large as Pec, Decani, Djakovica and part of Istok and Kline. During the war, Haradinaj was called the “Fist of God” by his followers.
On Haradinaj’s initiative, a special UCK unit was formed in Glodjane, his native town. Idriz Balaj alias “Toger” (Lieutenant) was appointed to the command of the Black Eagles - a special unit to carry out “special deed”. Today Ramush Haradinaj, Idriz Balaj and Lahi Brahimaj alias “Maxhup” (Gypsy), who was the Deputy Commander of the Dukagjin Operative Staff, were accused by the International Criminal Tribunal for the Former Yugoslavia (ICTY) for having co-perpetrated a joint criminal enterprise between March the 1st and September the 30th, 1998. The Black Eagles is charged, among other alleged crimes, with harassing, beating, expelling, abducting, detaining and torturing the Serbs and those Albanians and Roma Gypsies, who were perceived to be collaborators or not supporting the UCK.
Those seven months in a way marked Haradinaj’s whole life, for his name is stigmatised by the Serbs as well as by the international community with this precise period of time.
By summer 1998, the late President of Kosovo, Ibrahim Rugova decided to do something about the UCK, which became more and more popular amongst the Kosovo Albanians. A certain Ahmet Krasniqi, a former colonel in the Yugoslavian Army, was given 4.5 million Dollars by Rugova’s administration in order to establish a rival military structure: the Armed Forces of the Kosovo Republic (FARK). In western Kosovo, the FARK initially cooperated with, and then fell out with UCK’s western command led by Haradinaj. Tension between the UCK and the FARK did not last for long. According to the New York Times columnist, Chris Hedges, on the 21st of September, Krasniqi was eliminated by the UCK or by Albanian secret police or both in Tirana. In June 1999, Haradinaj allegedly ordered the killing of another four members of the FARK. One of those victims was from the Musaj family, a powerful Albanian clan, which traditionally supports Rugova and the FARK. It is also claimed that there was a serious inter-mafia conflict between the Haradinaj and Thaci clans on the one hand and the Musaj clan on the other. On the 6th of July 2000, as is Albanian custom, the brothers of the dead went to Haradinaj’s father to ask for their brother’s bones. Haradinaj later that night went to the brothers in the village of Strelci (western Kosovo) and entered the family compound armed. That was a serious break of the Albanian code of honour.
Russian daily Pravda quoted Cedda Prlincevic, former Chief Archivist in Pristina explaining the essence of this code of honour: “One book has a great hold over Kosovo Albanians. It’s called the ‘Canon of Leke Dukagjiniis’. It’s a 15th century text that spells out codes of behaviour. It goes into great detail on how to carry out blood feuds, when and whom it is proper to kill. It lays out the proper methods to use when killing, rules and regulations and so on. And this Canon is alive among Albanians today, especially since the fall of communism”.
Who opened fire first that night is not known. Haradinaj ended up wounded. He was flown by helicopter onto Landshut, Germany to be treated in an American Army hospital for shrapnel wounds

BELGRADE — The biggest crime committed by Ramush Haradinaj was ethnic cleansing of the whole of Metohija, Serbian government Media Office chief Milivoje Mihailović says.

“The men were cruel and committed gruesome crimes over Serbs, Roma and ethnic Albanians loyal to Serbia. Many people were severely beaten and 12 Serb were families expelled from Glođane, Haradinaj’s birthplace. About 40 places in Metohija were soon totally cleaned of Serbs,” Mihailović told Radio and Television of Serbia (RTS).

He said Haradinaj and his Kosovo Liberation Army (KLA) group for the Dukagjin zone collected young ethnic Albanians, transferred them to Albania illegally, and after arming them there, brought them back to Kosovo. Those who refused to take part in that were reported to the Serbian police.

Mihailović expressed concern that the Haradinaj case might end in reducing the charges against him. Haradinaj was acquitted on all counts of the indictment in the first-instance trial but a partial re-trial was ordered as it was established that the initial proceedings were plagued with intimidation of witnesses.

“Three witnesses were killed before the Haradinaj trial begun, and their families were intimidated. Two of the witnesses were killed in Kosovo, while the third one got killed in a traffic accident under mysterious circumstances in Montenegro,” the Media Office head stressed.

NATO “prepared to consider” scrapping GSZ

BRUSSELS — NATO is ready to “consider” Serbia’s proposal to lift the military safety zone, GSZ, along the administrative line with Kosovo, reports say. He offered a similar comment when reporters asked about the no-fly zone in the same region. Scheffer also spoke about the situating in Kosovo to say that NATO troops there, KFOR, and EU mission EULEX have “well-arranged cooperation”, where “each has its own responsibility and role”. “KFOR has the trust of all citizens in Kosovo, the majority and minorities alike, and I think that cooperation between Serbia and KFOR is good, so that EULEX and KFOR cooperation is developing well.” However, he made it clear that the situation in Kosovo is “fragile and complex”, and that it requires “step-by-step solutions”. The initiative to cancel the safety zone first came from Serbia’s top leadership late last year. The zone was set up after NATO troops entered Kosovo in the wake of the alliance’s war against Serbia, and under the provisions of the military-technical agreement signed in Kumanovo by the Yugoslav Army (VJ) and NATO. The Ground Security Zone (GSZ) covers an area of 1,920 sq kilometers along the 384 kilometers of the administrative line. The Serbian Army (VS) controls the zone with its Second, Third and Fourth brigades deployed in over 20 bases and checkpoints. The Interior Ministry (MUP) also has bases in the zone with members of its elite Žandarmerija (Gendarmerie) deployed there.

Das alte Sprichwort “Jeder fängt mal klein an” hat in der Computer-Branche wahrscheinlich noch nie so sehr zugetroffen wie auf Marko C.: Der mazedonische Junge wird im Alter von nur acht Jahren der jüngste Systemadministrator der Welt. Einen Test von Microsoft bestand der Knirps bereits.Marko C. hat viel Ahnung von Computern. Sogar so viel, dass er mittlerweile Geld mit seinem Talent verdienen kann. Der Achtjährige wird der jüngste IT-Profi der Welt und hat bereits ein Zertifikat vom Software-Riesen Microsoft in der Tasche. Nun könnte der von einigen Zeitungen als “Computer-Mozart” geadelte Junge als Administrator für große Netzwerke tätig werden. Dabei hat Marko nicht mal die dritte Schulklasse erreicht.
