The new Oil - Gas Terminal in the Porto Romano, Durres

Three private banks agreed to  lend 10 million euro ($12.95 million) for the construction of Romano Port, the first private jetty in Albania, that will be used to handle the trans of oil, gas and their products in the coastal area of Porto–Romano, Durres.
This project represents the first private jetty that will handle the transportation of oil and gas and other such products in Albania.Total investment for the construction of the jetty reached EUR 16 million of which 63% or EUR 10 million of the total amount was syndicated by three banks, meanwhile the other part was financed by Romano Port sh.a. itself.

The EUR 10 million syndicated loan was made possible through the participation of the American Bank of Albania, Emporiki Bank – Albania and Tirana Bank. The American Bank of Albania acted as lead bank both in regards to negotiations and participation in the syndicated loan. The loan was granted for a 12-year term.

This investment is set to replace the port of Durres and Lezha for the transportation of oil and its products. The importance of this project stands on the fact that it represents one of the largest private industrial investments in this sector.

Growing interest on the part of private businesses led Romano Port sh.a. to acquire the license for the construction of this jetty with private funds. After the signing of the Concessionary Agreement by the government of the Republic of Albania and its ratification by the Albanian Parliament under Law no. 9298, dated 28.10.2004, Romano Port sh.a. received the KRRTRSH license for its construction. Works started immediately and are now at over 50% complete. Meanwhile, unloading of the first ship is projected to happen in the summer of 2007. Upon start of operations all existing oil and gas deposits are expected to move near the new jetty within a 12 to 24 month period.

Signing of the agreement was made with representatives of the concessionary company Romano Port sh.a. and representatives from the three participating banks: American Bank of Albania represented by Mr. Lorenzo Roncari – President & CEO; Emporiki Bank – Albania represented by Mr. George Caracostas – General Executive Director; and Tirana Bank represented by Mr. Bedri Collaku – Credit Division Director; as well as Mr. Artan Dulaku, Piro Bare and companies Inter-Gaz sh.a, Alba – Oil sh.a and Edil Al-It sh.p.k. The agreement was signed on the premises of the American Bank of Albania.

The placement and functioning of the jetty will be in accordance with the recommendations of the World Bank Group and IMF which advocate that oil and gas transportation jetty be constructed in well designated industrial zones

Porto RomanoTirana, May 6, 2010 - In Porto Romano today started the work for the remediation of the polluted area of the former lindane factory. In the launching ceremony participated the Minister of Environment, Forests and Water Administration, Mayor of Durres Vangjush Dako, the World Bank Country Manager Camille Nuamah, Ms Noeke Ruiter from the Dutch Embassy, local community, NGOs, media, project staff, contractors, etc.

The clean up of Porto Romano is a component of the Integrated Coastal Zone Management and Clean-up Project that started in November 2005. The Porto Romano component aims to remediate and rehabilitate the contaminated site of the former factory by demolition and excavation of the polluted materials and safe disposal in a confined disposal facility. Earlier, in May 2006 the Government of the Netherlands provided 1 million Euro parallel funding for the repackaging, transport and safe disposal of the chemical waste stored in Bishti i Palles storage facility. The repackaged waste was incinerated in a specialized facility in Germany.

The works are expected to finish early 2011 and the expected benefits will be: (i) to avoid direct contact with the contaminated soil and waste and thereby reducing the public health risk; (ii) reduction of long term environment and health risks related to contaminated groundwater; and (iii) reduction of risks associated with surface water runoff.

Background information

In 2003, the United Nations Environment Program (UNEP) commissioned an environmental assessment which identified five (5) priority environmental hot spots for clean-up in Albania.  The former chemical plant in Porto Romano, Durres was ranked the first because of the grave risks the sites posed to human health, groundwater, and marine habitats. The study recommended urgent action and called upon the international community to immediately provide emergency assistance to these priority areas.

In 2004, the Government requested World Bank support for the remediation of the Porto Romano site.  Meanwhile, the Netherlands Government expressed its interest in supporting the clean-up.  A Japanese PHRD grant of US$250,000 financed the preparation of the feasibility study for the remediation.  Then later in 2004, the Bank agreed to combine the two separate projects for integrated coastal zone management and the clean-up of Porto Romano into one operation − the Integrated Coastal Zone Management and Clean-Up Project.  The Netherlands Government generously committed US$5 million for this clean-up and later in 2006 a parallel €1 million for repackaging and safe disposal of the chemical waste stored in Bishti i Pallës to a specialized facility in Germany.

In the meantime, several families who were living on the site have been resettled by the Ministry of Environment and Municipality of Durres, and the Environmental Impact Assessment (EIA) and remediation designs have been completed.

Die Porto Romana ist längst ein Skandal, und ein extrem teures Nonsens Projekt als eventuelles Fracht Terminal und heute Gas- und Öl Terminal. Ein Technischer Bauschrott, was Idioten gebaut haben, welche sich in der Albanischen Tradition, ihre Diplome und Schul Zeugnisse gekauft haben.

Noch dümmer, kann man weder den Küsten Schutz gewährleisten, noch einen Hafen. Millionen wurden versenkt und in den wesentlichen Wind Richtungen ist Alles sehr unsicher für Schiffe, mit den bereits vorgekommenen Schäden.

Fakt ist, wie heute die Presse berichtet, das über die frühere Pump Station, in der Porto Romano, die Abwässer ungeklärt ins Meer gelangen mit allen Folgen, über die früheren Wasser Systeme der Ish-Kenete, die illegal bebaut wurde.

Por kjo ndotje, në një linjë të tërthortë, përsëri përfundon në det, përkatësisht në Porto Romano, duke lënë prezent shqetësimin alarmant të ndotjes.

Përpara disa ditëve zbulimi i kanaleve të ujërave të zeza poshtë rërës së bregdetit, të cilat përfundonin në det u trajtua si një skandal mjedisor në pikun e sezonit turistik. Në këto kushte, inspektorati i mjedisit u detyrua të ndërhyjë dhe të detyrojë subjektet që të ndryshojnë situatën. Pas disa ditëve nga kjo ndërhyrje në 43 tubacione ilegale që shërbenin për derdhjen e fekaleve të hoteleve dhe pallateve në ujët e detit, bëhet e ditur se këto tubacione janë betonuar në grykëderdhje dhe në të njëjtën kohë që të gjitha këto objekte janë detyruar që të boshatisin gropat septike. Pronarët evadojnë mbetjet nga gropa septike me mjete dhe i hedhin në kanalin kryesor të ujërave të zeza të qytetit të Durrësit, i cili derdhet në Porto Romano.

Ky kanal kalon mes përmes zonës së ish-kënetës duke përshkuar të gjithë këtë zonë të banuar dhe përsëri përfundon në det nëpërmjet hidrovorit të Porto Romanos. Për më tepër, ky kanal është i zbuluar dhe përhap në ish-kënetë një arome kutërbuese.

Në këtë mënyrë, fekalet që derdheshin tek shkëmbi i Kavajës dhe Golem, tashmë janë “transferuar” në një plazh tjetër në jug të Durrësit.

Zgjidhja e mos derdhjes në det të ujërave të zeza do të realizohet pasi të përfundojë impianti i përpunimit të ujërave të zeza në Shën Vlash. Por për mbulimin e kanalit kryesor që do të zgjidhte përfundimisht evitimin e derdhjes së ujërave të zeza në det ende nuk është menduar.

As the way out of the current energy crisis, the Albanian government has been promoting a series of new hydropower plants and carbon-intensive power generation facilities. Among them the Albanian Ministry of Economy, Trade and Energy has instigated a coal-fired Porto Romano thermo-power plant (TPP) near the port city of Durres, eyed by the Italian energy company Enel.

In December 2007, the Albanian Minister of Economy, Trade and Energy and the CEO of the Italian energy company Enel, Fluvio Conti, signed a memorandum of understanding (MoU) for the development of the energy sector in Albania. Under the terms of the MoU, Enel agreed to construct a coal fired thermo power plant (TPP) and a transmission line to Italy.

According to the environmental assessment study, the plant would consist of two 800 MW coal-fired units, a jetty for handling the imported coal, a transmission line connecting the local substation to Tirana’s main substation and an undersea transmission line linking the facility with Italy. Half of the energy produced will be exported to the Italian market, provoking complaints that Italy is exporting its pollution to Albania instead of reducing it.

While the Albanian government hopes that the Porto Romano TPP will improve the country’s energy security, environmentalists see little sense in increasing the use of highly polluting coal, which would mainly be imported. Not only would coal power generation increase Albania’s carbon emissions and dependency on imported fuel, but it is also a source of significant local pollution, which already exceeds national limits.

Recommendations

So far, no international development lender has been officially considering financing for the Porto Romano project. Serbia mulls response if Kosovo declares independence

Serbia will not use force over Kosovo, but could sever diplomatic ties with countries that recognise any unilateral declaration of independence by the province, senior Belgrade officials said on Tuesday.

Serbian Foreign Minister Vuk Jeremic said on Tuesday (December 4th) that his ministry and other institutions have drafted an action plan that outlines measures to be taken if Kosovo declares independence.

The government is still discussing the “top secret” document, he told lawmakers, voicing hope that Serbia would never have to implement the proposed steps, which range from “very soft to very hard” with “seven levels of reaction” in between.

The lightest measure, Jeremic explained, was “doing nothing”, while the harshest would be to sever diplomatic relations with countries that recognise any unilateral declaration of independence by Kosovo.

At a conference in Brussels, Serbian Deputy Prime Minister Bozidar Djelic confirmed that Belgrade is considering its options. However, Serbia will “not use force in any circumstances”, Belgrade-based news agency Beta quoted him as saying.

Both officials reiterated their country’s call for the continuation of negotiations to determine Kosovo’s final status until the two sides reach a compromise.

BUCHAREST, Romania — The parliamentary committee responsible for monitoring the activities of the Foreign Intelligence Service approved on Tuesday (December 4th) the appointment of Mihai Razvan Ungureanu as head of the service. The full parliament is expected to debate the nomination Wednesday. Ungureanu, 39, currently represents Romania at the Southeast European Co-operative Initiative, and has served as foreign minister.

In other news, the Democratic Union of Hungarians has nominated Borbely Karoly to replace Iliu Winkler as minister of telecommunications. Winkler resigned last week to take a seat in the European Parliament. (Mediafax, Rompres - 04/12/07)

SOFIA, Bulgaria — The director of a new security agency to be established next year will be appointed by the president, according to agency’s regulations approved by parliament in a second reading Tuesday (December 4th). The opposition had rejected the idea, arguing it would give the president too much political influence over the new agency, which will handle issues of national security, corruption and anti-terrorism — duties now held by various agencies within the interior, defence and finance ministries. BELGRADE, Serbia — Carla del Ponte, outgoing chief prosecutor of the UN war crimes tribunal in The Hague, reiterated on Tuesday (December 4th) that evidence suggests fugitive indictee Ratko Mladic is hiding in Serbia. She also said that during her final visit to Serbia on Monday, no official she spoke with contradicted her on that point and that Belgrade officials are trying to convince Mladic to surrender. Del Ponte added that she would insist the EU not sign a Stabilisation and Association Agreement (SAA) with Serbia as long as Mladic is at large. “What’s important is that Mladic ends up in The Hague … before the SAA’s signing.
